THIS SOLICITATION IS A REQUEST FOR A QUOTE UNDER FAR PART 13 - SIMPLIFIED ACQUISITION PROCEDURES. Description of Requirement: The objective of this project is to install a fence overlooking B. Everett Jordan Dam in Moncure, North Carolina. Evaluation and Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. Award shall be made to the lowest priced technically acceptable offer. Each offeror must submit both a PRICE QUOTE and a TECHNICAL PROPOSAL via EMAIL to benjamin.t.rickmanusace.army.mil and jenifer.m.garlandusace.army.mil. No hard paper copies will be accepted or evaluated. Both the Price Quote and the Technical Proposal must be received by the closing date and time set for receipt of quotes. In an effort to reduce paperwork and reduce cost, all quotes shall be submitted electronically. All submissions shall be in Adobe PDF format and shall be on 8 1/2 x 11 size pages in no less than a 10 pitch or 10 font. Offerors may use compressions utility software such as WinZip or PKZip to reduce file size and facilitate transmission. The time & date of Quote receipt will be the delivery time & date recorded within the email submission as received by the individuals listed above. Do not assume that electronic communication is instantaneous. Offerors should time their upload effort with prudence by not waiting until the last few minutes--this will allow for unexpected delays in the transmittal process. If an electronic submission is uploaded minutes before the deadline but the upload or transmission doesn't complete until after the deadline, the submission will be considered late. The project consists of construction of 640 of a 3-rail precast concrete fence adjacent to the B. Everett Jordan Lake Visitor Assistance Center in Moncure, North Carolina (see Exhibit A for aerial view of work site). The fence posts and fence rails will be furnished by the U.S. Army Corps of Engineers. The concrete fence is to be installed in the approximate footprint of an existing wooden fence that will be removed by the U.S. Army Corps of Engineers prior to the commencement of work. The Contractor will provide all labor, quality control, supervision, transportation, equipment, fuel, and tools required to complete the fence installation in accordance with the specifications listed herein. 1.2 LOCATION Work associated with this contract will be performed adjacent to the Visitor Assistance Center at B. Everett Jordan Dam. The area is owned and managed by the U.S. Army Corps of Engineers, Wilmington District, and is in the town of Moncure, North Carolina. *The value for this project is based on a financial range.
