The West Lents Floodplain Restoration project is comprised of stream channel and floodplain restoration along Johnson Creek between SE 82nd Ave and SE 89th Ave. The City of Portland seeks to extend contracting opportunities to Disadvantage Business Enterprises (DBE), Minority Business Enterprises (MBE), Women Business Enterprises (WBE), and Emerging Small Businesses (ESB) (collectively "D/M/W/ESB") in order to promote their economic growth and to provide additional competition for City contracts. Therefore, the City has established an aspirational goal of 22% on the total amount of Hard Construction Costs for D/M/W/ESB subcontractor/supplier utilization. Hard Construction Costs means the cost to build improvements on a property, including all related construction labor and materials, including fixed and built-in equipment costs. Costs not directly related to the construction of an improvement, such as overhead, administration or taxes, or other professional services shall not be considered as part of the Hard Construction Costs. Notice to proceed work begins January 29, 2025 Questions and requests for clarification regarding this Request for Proposal must be directed in writing, via email to the person listed below. The deadline for submitting such questions/clarifications is seven (7) days prior to the proposal due date. An addendum will be issued no later than 72 hours prior to the proposal due date to all recorded holders of the RFP if a substantive clarification is in order. Such forms, incorporated into these RFP Documents by reference only and not physically contained herein, may be reviewed by prospective Bidders at Procurement Services, City of Portland, 1120 SW 5th Avenue, Room 1035, Portland, Oregon, 97204, phone (503) 823 6855. The Bonds, in an amount equal to one hundred percent (100%) of the Public Improvement Contract, shall be satisfactory to the City and shall be executed by a corporate surety licensed to do business in the State of Oregon. The attorney in fact who executed the Bonds on behalf of the surety shall affix thereto a certified and current copy of his power of attorney and shall indicate the monetary limit of such power. The Bonds must be received by the City before the Notice to Proceed will be issued. The City reserves the right to make adjustments to the above noted schedule as necessary
