This project involves construction of 6.2 miles of natural-surface, multi-use trail on the north side of Cedar Lake. The Contract shall be awarded to the lowest responsible bidder complying with the provisions of this Invitation for Bids. The owner reserves the right to reject any or all proposals and to waive any informality or technicality in any proposal in the interest of the City. Bid security in the form of a certified bank check or bank draft payable to the City of Carbondale, or a satisfactory bid bond, in the amount of 10% of the total bid price, as specified in Section 2-7 of the General Conditions, and the City of Carbondale's Policy for Disadvantaged Business Enterprise and/or Workforce Participation Goals in Contracts are required to be submitted with the Bid. No bid shall be withdrawn for a period of forty-five (45) days subsequent in the opening of bids without consent of the City of Carbondale.
