The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. East Cocalico Township will receive bids for the Hill Road & White Oak Road Culvert Replacements Project. This project includes replacement of two culverts within the Township. At Hill Road over Stony Run, the existing CMP will be replaced with a precast box culvert and precast end sections. At White Oak Road over Frys Run, the existing single span steel beam bridge will be replaced with a precast box culvert and precast end sections. Minor approach roadway reconstruction and guide rail installation is included at both sites and relocation of a water line is included at the Hill Road site. There will not be a pre-bid conference for the project. A certified check or bid bond for the amount of 10% of the total bid shall be required. Bonds are to be issued by a surety licensed to do business in the Commonwealth of Pennsylvania. This project is subject to the Prevailing Wage Act requirements. The successful Bidder shall substantially complete the project by October 31, 2025. East Cocalico Township reserves the right to accept any bid or reject any or all bids. Bids shall remain open for a period of 60 days from the date of Bid opening unless award is delayed by a required approval from the Township, the sale of bonds, or the award of a grant or grants, in which event the Bids shall remain open for a period of 120 days from the date of Bid opening. Bids may not be withdrawn during this period. See Instructions to Bidders for other provisions on the time available for acceptance of Bids. All Bidders must bid on all items listed on the Bid Form and on each bidding alternative. The successful Bidder shall be required to furnish performance and payment bonds in the amount of 100% of the Contract Price. The successful Bidder shall substantially complete the project by October 31, 2025 and the project shall be fully completed and ready for final payment by November 28, 2025. Notice to proceed is anticipated by October, 2024. This contract is subject to the following: the Pennsylvania Prevailing Wage Act conditions; the Federal Occupational Safety and Health Act of 1970 (OSHA) conditions; the Pennsylvania Act 229 of 2002; the Pennsylvania One Call Act, also known as the Underground Utility Line Protection Law, Act 287 of 1974, as amended; the Pennsylvania Human Relations Act 222 Conditions; and the non-discrimination in Employment/Contract Compliance Regulations Conditions. The Township expressly reserves the right to reject or accept any or all bids and may re-advertise if the best interests of the Township are to be hereby promoted. The Township may waive technical defects if, in its judgment, the best interests of the Township shall so require. No bid may be considered from any person, firm or corporation who has defaulted in the performance of any contract or agreement previously made with the Township or conclusively shown to have failed to perform satisfactorily such contract or agreement with the Township.
