Building 137 Replace Water Source Heat Pumps and DDC Controls See General Requirements and all applicable attachments. NAVFAC Specification/Drawings: Work Order No. 1766527 Title: Building 137 Replace Water Source Heat Pumps and DDC Controls Location of the Work: NAS Oceana, Virginia Beach, VA Description of the Work: This is design-build task order that constructs the existing HVAC system serving B-137. This is a closed loop water source heat pump (WSHP) type. The existing WSHP's are ducted horizontal configured units located above the ceilings. This project involves demolition of all existing WSHP's and installation of new water source heat pumps. Additionally, the existing control systems shall be demolished and a new DDC system installed. Building 137 must remain in operation for the duration of the construction period. This contract will require construction sequencing in order to maintain ongoing Activity operations in Building 137. Sequencing information shall be included and indicated on the contract drawings. Electrical and architectural, work will be provided in coordination with the mechanical work. Estimated Price Range: In accordance with FARS 36.204 (g), Disclosure of the Magnitude of Construction Projects, the estimated price range for this project is between $5,000,000 and $10,000,000. Time for Completion: In accordance with FAR 52.211-10 Commencement, Prosecution, and Completion of Work, the duration of this task order shall be 365 calendar days from date of award (includes 15 calendar days for submission and approval of bonds and insurance). Wage Determination: Department of Labor (DoL) General Decision Number VA20240167 06/21/2024 applies to this work (Attachment B). The wage determination version in effect at the time of award shall apply to the work performed under this contract. Liquidated Damages: In accordance with FAR 52.211-12 Liquidated Damages, if the Contractor fails to complete the work within the time specified in the contract, the Contractor shall pay liquidated damages to the Government in the amount of $1,566.33 for each calendar day of delay until the work is completed or accepted. Utilities: The Contractor shall be responsible for obtaining all utilities required for construction and testing. The Contractor shall provide these utilities at his expense, paid for at the current utility rate delivered to the job site. The Contractor shall provide and maintain all temporary utility connections and distribution lines, and all meters required to measure the amount of each utility used. Pre-Proposal Inquiries (PPIs): Offerors who determine that the technical and or contractual requirements of this RFP require clarification(s) in order to permit submittal of a responsive proposal shall submit all questions in writing. All inquiries shall be submitted via email to Karen Richardson at karen.y.richardson@navy.mil no later than, seven (7) calendar days prior to proposal due date. Additionally, all inquiries shall be submitted using the Pre-Proposal Inquiry (PPI) form (Attachment C). Do not submit the same inquiry more than once. Please verify that inquiries submitted by you on behalf of your subcontractors are not duplicates. A response will be published via an amendment by email to MACC holders. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
