Hydro Electric Dam Project Old Harbor, AK The Alutiiq Tribe of Old Harbor (ATOH), in partnership with the Alaska Native Tribal Health Consortium (ANTHC) is soliciting proposals from progressive design build teams for the design and construction of a hydroelectric dam project. This dam and its associated appurtenances would provide enough clean and sustainable power to displace up to 95% of the diesel fuel required by the community of Old Harbor on the south portion of Kodiak Island, Alaska for the next 50 years. The goal of this project is to provide electricity to the community of Old Harbor using hydroelectric baseload for a majority of the year and supplement with diesel from the Alaska Village Electrical Cooperative's (AVEC) power plant as necessary. ANTHC has elected to pursue the progressive design build (PDB) delivery method for the project. The Scope of Work included with this solicitation (Form 00 24 13) provides a general overview of the project scope and indicative design criteria. The PBD criteria only requires the potential contractor provide a hard cost for the first phase of the project, which is 65% design completion including appropriate geotechnical boring and portion of permitting work and FERC article compliance. This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. A non-mandatory pre-proposal conference for the Project will be held on Tuesday, 6 August 2024 at 10:00am. See RFP Article 4 for details.
