The Village of Wakeman (Owner) is requesting Bids for the construction of the following Project: West Abbott Street Waterline Improvements The Project includes the following Work: The installation of approximately 850 lineal feet of waterline along Abbott Street, as well as the reconstruction of Abbott Street. Prospective Bidders are urged to register online as a plan holder, even if Bidding Documents are obtained from a plan room or online in either digital or paper format. Bids are requested for the following Contract: West Abbott Street Waterline Improvements All official notifications, addenda, and other Bidding Documents will be offered only through online. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from online. Failure to submit a complete set of documents could result in a bid that is determined to be nonresponsive and rejected by the Owner. The Issuing Office for the Bidding Documents is: Becker Impressions 4646 Angola Road Toledo, Ohio 43615 419-385-5303 Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Friday during regular business hours. Partial sets of Bidding Documents will not be available from the Issuing Office. Question: All questions regarding the meaning or intent of the Bidding Documents shall be submitted to the Engineer. Interpretations or clarifications considered necessary will be issued by Addenda posted electronically. The deadline for receiving questions is 08/09/2024 at 5:00 PM ET(local time.) Questions received after this will not be answered. Only answers issued by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect. Bid Guaranty The bid guaranty may be of two forms: 1. A Bid Guaranty and Contract Bond using the form in the Contract Documents. (The amount of the bid does NOT have to appear on this form.) 2. A certified check, cashier's check or letter of credit in favor of The Village of Wakeman in the amount of 10% of the bid. If the contract is awarded, a Contract Bond will be required, which is a 100% payment and performance bond. After the award of the contract let by competitive bid and prior to the time the contract is entered into, bidders shall submit the affidavit required under the Ohio Revised Code, Section 5719.042 that the bidder was not charged with any delinquent personal property taxes in Huron County, Ohio. The Village of Wakeman reserves the right pursuant to ORC.9.312 to reject any and all bids and to waive any non-material irregularity in determining the lowest responsive and responsible bidder. Domestic Preference This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States. Requirement For Utilization of Small Businesses In Rural Areas (SBRA) This procurement is subject to the EPA policy of encouraging the participation of small business in rural areas (SBRAs). Instructions to Bidders The Engineer for the Project is Kleinfelder, Inc., 1168 North Main Street, Bowling Green, Ohio 43402. All bids must be signed and submitted on the blanks which are bound in this booklet. No bidder may withdraw his bid for a period of 60 days after the scheduled closing time for the receipt of bids. The successful bidder will be required to pay federally-determined Davis-Bacon Wage Rates. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents. The Engineer's estimate of probable cost for this project is $460,000.00.
