Veterans Highway, Jackson Township This contract includes a goal of awarding 25 percent of the total contract value to a Small Business Enterprise (SBE) at either the prime or subcontract level. The firm determined to be the lowest responsible bidder must produce copies of approval notice from the Division of Revenue and Enterprises Services designating the prime or subcontracting firm as a Small Business Enterprise prior to the award of contract. No bidder may withdraw his bid for 60 calendar days after the opening. The State may reject any and all bids in accordance with applicable law. The Scope of the Work to be performed under this Contract involves all tasks related to the construction of new fire tower at the Jackson State Nursery as depicted on the contract drawings, and specifications, including all addenda, bulletins, and all related terms and conditions obligated by way of the contract agreement. A new structural steel lookout tower with stair access shall be constructed on a reinforced concrete footing. The tower shall be constructed to a height of approximately 120 feet above the finished grade. A look-out cab shall be constructed atop the tower, allowing full 360-degree visibility. The total height of the assembly will measure approximately 132 feet above grade. A fully enclosed lookout cab shall be constructed as specified on the contract drawings. Built-in lockable storage cabinets, desk, and countertops are required at the look-out cab. The plane table at the center of the cab is intended to house the "Alidade" (a device utilized to site smoke). The Alidade will be provided and installed by the user agency. After spotting a fire, the attendant uses the Alidade as a sighting apparatus to triangulate a measurement and map the location of the suspected fire. The attendant call in a "smoke report" after lining up the Alidade to the fire and calculating the distance and bearing. A new electrical service will be required for the fire tower for heating, air-conditioning, lighting, power, and communication. A thermostatically controlled split system will be utilized for heating and conditioning the cab. A manual transfer switch for a portable generator must be provided. The generator will be provided by the using agency. Radio antennae mounts must be provided on the railing around the cab. Cables need to extend from the antennae mounts into the cab. Using agency shall provide the antennae and mast for the mount.
