All sub-contractors shall be properly licensed for their respective trades. The City Council reserves the right to award the Contract to the bidder it has determined to be the responsible bidder submitting the lowest responsive bid, and to issue a notice to proceed with the project notwithstanding any pending or continuing challenge to its determination. This work consists of traffic signal installation or modifications and any other related work required to provide the intended operation at the locations shown on the project plans. This work shall be in accordance with the Plans, these Special Provisions, the Standard Specifications for Public Works Construction (SSPWC), Section 86 and 87 of the 2023 Caltrans Standard Specifications, the 2023 Caltrans Standard Plans, and any applicable errata (or Revised Standard Plans).
