Any proposal received after the time last announced for opening proposals may be retained by KEYS or returned to the bidder, but such proposal may be rejected as not responsive. Each proposal should be accompanied by a Certified Check or Bid Bond payable to the UTILITY BOARD OF THE CITY OF KEY WEST in an amount not less than five (5%) percent of the amount of the proposal as security. KEYS reserves the right to reject any or all proposals, to waive irregularities and informalities in any or all proposals, and to separately accept or reject any item, items, bid schedule or bid schedules of the proposal which KEYS deems to be in the best interest of the Utility Board. KEYS is seeking to secure a Utility Service Contract with a contractor to perform a general upgrade to its distribution system. This includes extending an existing 13.8 kV line within Florida Department of Transportation ROW from "Key West by the Sea" to "Key West International Airport" via an underground connection along the Bridle Path (South Roosevelt Boulevard). Two overhead reclosers will be added on either side of the airport property to allow for automatic restoration of power if the current primary feed is de-energized. Reclosers shall communicate with each other via fiber for coordination. The contract will be based on this scope of work. All material required will be procured by the contractor as part of the scope of work. The bidder shall make their proposal with the understanding that the specifications and applicable drawings are intended to cover all the requirements for the design, equipment procurement, construction, testing, start-up, and documentation for the complete and reliable substation and equipment described herein. Unless expressly excluded, any and all labor and materials not indicated herein, but which may be necessary to complete any part of the system in a proper, substantial and workman-like manner are to be furnished by the contractor without additional charge or cost to the Owner. Any intended omissions or exceptions to the requirements of the Specification must be stated in writing in the proposal. Otherwise, it will be understood that all work is included.
