The Charleston County Aviation Authority is requesting Statements of Qualifications from well qualified firms to perform comprehensive Construction Manager at Risk (CMAR) Services throughout the design and construction phases of the Temporary West Gates and Connectors Project at the Charleston International Airport in North Charleston, SC. Any questions and/or comments concerning this Request for Statements of Qualification should be directed in writing and delivered via email to Carrie Stanley, Procurement Department at ccaaprocurement@iflychs.com no later than Wednesday September 18, 2024 at 5:00pm (local) Scope of Project The Project can be generally described as a new on apron two-level modular concourse to include full concourse programming with full spatial requirements as it pertains to restrooms, concessions, building support & functions, airline operations, circulation, and egress. The footprint of the modular concourse on the apron is approximately 13,700 sf. A more detailed scope of the project can be found in Exhibit "A". C. Scope of Services During the Preconstruction phase, the main objective of the CMAR is to collaborate with CCAA project staff and stakeholders to develop the optimum approach to the construction of the project. The CMAR will offer input and expertise related, but not limited, to the following: 1. Development of a Construction Baseline which includes scope of work, construction execution plan, schedule, and budget. 2. Development of a Master Construction Schedule to include the Critical Path Schedule and critical milestones beginning with mobilization and ending with close-out. 3. Documenting constructability reviews by providing recommendations related to constructability, material and labor availability forecast, lead times for procurement, installation and construction, identification of qualified trades for specialized systems, identifying costs for alternate materials/design and creating for CCAA a budget for the work. 4. Developing budgetary estimates for design, bidding, and Guaranteed Maximum Price ("GMP"). Such work includes providing complete material and equipment estimates, labor costs, hourly labor rates, bids, and updated estimates at each milestone to include estimates related to general conditions, general requirements, cost of work, contingency, and other costs required to ensure a comprehensive and complete estimate/proposal to effectively execute the project. 5. Providing Value Engineering Process Management to assist the project team in understanding and identifying Value Engineering ("VE") options and associate estimate credits to help drive value as it relates to optimizing the timeline, reducing costs, and maintaining quality thru the process. This includes development of pre-bid value engineering alternates as well as performing post-bid value engineering as required to
