The City Division of Sewerage and Drainage (DOSD) is currently designing the SWWTP Organics Receiving and Bioenergy Utilization project to achieve goals outlined in their Climate Action Plan (CAP), including a 50% reduction in organic waste and 45% reduction in greenhouse gas (GHG) emissions by2030. The project consists of 6-million-gallon digestion expansion, a new 60,000 gallons per day organics receiving facility, 6-megawatt combined heat and power facility with gas conditioning, replacing six 85-foot floating digester covers with fixed concrete covers, a new electrical switching station, waste gas burners, and relocation of the 108" plant bypass. The project includes requirements that allow the City to qualify for IRA incentives by beginning construction before 2025 along with prevailing wage, apprenticeship, domestic content, and other stipulations. Achieving the beginning of construction before calendar year 2025 is critical to project success and will be included as a project milestone The bid schedule allows five weeks from advertisement until bid opening. Anticipated construction duration from NTP to substantial completion is approximately 2,000 calendar days. The City's current construction estimate for this work is approximately $285 million. A business applying for prequalification for the first time should submit the prequalification application to the City of Columbus, Office of Construction Prequalification, at least 30 days before submitting a bid, or at least 30 days before being submitted as a licensed construction trade subcontractor in a bid. The applicant will receive an emailed confirmation of receipt of the application within 2 days of it being received. It will take several weeks after a prequalification application is submitted before a prequalification determination is issued. This process will take longer than the typical time of 4 weeks that bid opportunities are posted. MBE/FBE registration. Small business participation goals will be a component of this project. All firms being used to meet MBE/FBE goals (both prime contractors and subcontractors) must be registered with the City as an MBE or FBE.
