Vulcan Watermine Pipeline The proposed project herein specified and described includes the following work: The project consists of installing a 14-inch HDPE raw water line that connects an existing 12" Cast Iron Pipe (CIP) near the Vulcan Pit to an existing 24" CIP water line near the raw water pumping station. Work will require Horizontal Directional Drilling (HDD) under the Sangamon River. Work will also include installation of instrumentation for pump operation and flow monitoring. Before the Contractor and Any Subcontractor Commences Work, the Contractor and Any Subcontractor Shall Have in Place a Written Substance Abuse Prevention Program for the Prevention of Substance Abuse Among Its Employees Which Meets or Exceeds the Requirements in P. A. 95-0635 or Shall Have a Collective Bargaining Agreement in Effect Dealing With the Subject Matter of P. A. 95-0635. The Following Minority Participation Goals for Public Works Contracts Are in Effect for This Contract: (1) Ten (10) Percent (%) of the Total Dollar Amount of the Contract Should Be Performed by Minority Business Enterprises if Subcontracting Opportunities Are Available and/or Ten (10) Percent (%) of the Total Dollar Amount of the Contract Should Be for the Purchase of Goods, Material and Equipment to Minority Business Enterprises. (2) Eighteen (18) Percent (%) of the Total Hours Worked Should Be Performed by Minority Workers All Contractors Shall Provide Evidence of Meeting the City's Minority Participation Goals Prior to the Award of This Project and Prior to All Payments Made for Work Completed or Provide the City of Decatur Documentation on Their Good Faith Efforts to Comply With the Participation Goals. Required Information and Documentation is Included in the Project Manual and to Be Submitted With the Bid Proposal. The Council of the City of Decatur, Illinois, Reserves the Right to Accept, Renegotiate or Reject Any or All Proposals and to Waive Any Variance From the Requirements of the Instructions for Bidders. At the Discretion of the Council, Required Items May Be Submitted After the Bid Opening if There is Sufficient Compliance With Instructions at the Time of the Bid Opening to Permit the City to Determine the Price Bid.
