The City of New Haven Livable City Initiative is seeking proposals from qualified Bidders for the development of property to address the need to provide homeownership and rental units on vacant land located at 136 Starr Street, 139 Starr Street, 632 Winchester Avenue, 205 ½ Starr Street, 209 Starr Street, 213 Starr Street, 215 Starr Street, 222 Starr Street, 261 Starr Street, 265 Starr Street and 274 Starr Street, New Haven, CT. The Bidder is responsible for including but not limited to: engineering, Site plan/plot plan/survey, architect, construction and maintenance, project timeline and providing a completed project to be turned over at one time. The funding is made available through the State and Local Recovery Funding issued by the United States Treasury Department and other City of New Haven non-federal funding. Davis Bacon does not apply to this proposal and your costs should be reflected in the City’s standard for Living Wage. Activity is new residential construction on vacant sites. Noise attenuation measures must be undertaken during construction to minimize the impact in surrounding area. Standard daytime and night-time construction practices must be followed. All renovations must be completed within twenty-four (24) months from the execution of the development agreement. The selected development team is not responsible for the ultimate sale of these completed properties, unless separately negotiated and agreed upon by the City of New Haven. Minority Business Enterprise (MBE). For the purposes of this chapter, MBE shall mean any a small contractor with at least 51% ownership by one or more persons Women Business Enterprise (WBE) For the purpose of this chapter, shall mean (can be of any ethnic background) A small contractor with at least 51% ownership by one or more women Self-Perform means that a registered SBE, MBE, WBE whether a Prime Contractor or a subcontractor, performs 30% of the value of its work (exclusive of materials and equipment) using its own forces and resources as determined by monthly payrolls Question Deadline 05/20/2024 at 5:00 PM ET All question submit through electronically
