***As of September 20, 2024, The owner has determined a prequalified list of design build companies The San Francisco Public Utilities Commission (SFPUC) is issuing this Request for Qualifications (RFQ) for Lower Alemany Area Stormwater Improvements (Contract) in search of General Contractors with the qualifications specified in this RFQ to respond to the forthcoming Request for Bids for this Contract to construct the Lower Alemany Area Stormwater Improvements (Project). A "Candidate" is any entity responding to this RFQ. Lower Alemany Area Stormwater Improvements, Bidder must be a: (1) Qualified General Contractor and a Qualified Tunnel Contractor as a single entity; or (2) Qualified General Contractor and Qualified Tunnel Contractor must form a Joint-Venture; or (3) Qualified General Contractor must form prime-subcontractor relationship with Qualified Tunnel Contractor. The Lower Alemany Area Stormwater Improvements project involves constructing an approximately 1.4-mile-long Alemany Auxiliary Sewer to improve collection system capacity to manage stormwater for the Level of Service (LOS) storm, a statistically derived storm lasting three hours, with a total of 1.3 inches of rainfall and defined peak rainfall intensity. The Alemany Auxiliary Sewer alignment primarily occurs along Alemany Boulevard, Gaven Street (south of I-280) and Boutwell Street east of the I-280/Highway 101 interchange. The Alemany Auxiliary Sewer would connect upstream to the existing Alemany Sewer and downstream to the existing Industrial Sewer and Islais Creek Transport/Storage. The Project includes construction of the following components. Alemany Auxiliary Sewer - Tunnel and Shafts: Approximately 6,320 linear feet of 10-foot inside-diameter (ID) tunnel for the Alemany Auxiliary Sewer and three associated construction shafts. o Alemany Auxiliary Sewer - Box Sewer: Approximately 1,000 linear feet of a single 7-foot high by 13-foot wide box sewer via cut-and-cover construction methods. o Vent Shafts - Approximately three shafts drilled from the surface to the tunnel elevation with associated ducting and vent pipes to allow the new tunnel to pull in and exhale air during filling. The three shafts built for construction will also be converted to vent shafts. o Upstream and downstream sewer connections to the existing active sewer system. All inquiries should include the Contract number and title of the RFQ. With the exception of the Contract Monitoring Division (CMD) or City contracting inquiries, SFPUC will accept no questions or requests for information after 5:00 pm on the Deadline for Candidates to Submit RFQ questions.
