The project includes the removal of existing fencing and installation of decorative steel fencing and gates, black vinyl coated chain link fencing and gates, and other associated items. The particular items of work for the contract are identified more specifically in the Contract Documents. The entire project will be awarded to one (1) Contractor. Questions Due Date: Sep 20th 2024, 9:00 AM EDT A certified check or bank draft, payable to the order of the County of Schuylkill or a satisfactory Bid Bond executed by the Bidder naming the County of Schuylkill as oblige and acceptable surety in the amount of 10 percent of the Total Bid shall be submitted with each bid. THE SUCCESSFUL BIDDER will be required to furnish and pay for satisfactory Performance and Payment Bonds, each in the amount of one hundred percent (100%) of the Contract Price with a corporate surety approved by the Owner. No bid will be considered unless it is accompanied by the required guaranty. Money orders and personal money orders are not acceptable form of bid security. Attention is called to the fact that no less than the minimum salaries and wages as set forth in the Contract Documents must be paid on this project and that the Contractor must ensure that employees and applicants for employment are not discriminated against because of their race, age, color, religion, sex, ancestry, national origin, or handicap. CDBG Funds will be used for this project. Prevailing Wage Rates established under the Davis Bacon Act will apply to these contracts. The contract documents contain requirements addressing prevailing labor wage rates, labor standards, nondiscrimination in hiring practices, goals for minority and female participation, MBE and WBE participation and related matters. Documentation of such solicitations and commitments shall be submitted concurrently with the bid (Form DCED-CCD-286). Failure to submit this form will render the bid non-responsive and therefore result in rejection of the bid. The Contractor will be required to comply with the provisions of the Pennsylvania Human Relations ACT in providing equal employment opportunities in connection with all work. This bid is for a public works contract and bidder is therefore subject to the provisions, duties, obligations, and penalties of the Public Works Employment Verification Act, 43 P.S. 167.1-167.11. All submitted bids shall be accompanied with the Public Works Employment Verification Form. The Owner reserves the right to reject any or all bids or to waive any informalities in the bidding. Bids may be held by the Owner for a period not to exceed 60 days from the date of opening bids for the purpose of reviewing the bids and investigating the qualifications of bidders, prior to awarding the contract. However, the award of the contracts may be delayed by required approval of another government agency or closing on the project funding loans. Owner shall reject all bids or award to the lowest responsive and responsible bidder within 120 days of the bid opening. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. THE PROJECT 2.01 The Project for which the Work under the Contract Documents may be the whole or only a part is generally described as follows: The North/Middle Ward Playground Fence Improvements project is the updating of the fencing of the North/Middle Ward Playground in the Borough of Tamaqua, Schuylkill County, Pennsylvania. The North/Middle Ward Park is located near the intersection of Washington Street and Vine Street, just off SR 309 South this playgrounds work includes removal of existing fencing, installation of new decorative steel fencing and gates, and/or black vinyl coated chain link fencing and gates, and other minor work associated with the removal and replacement of the fence.
