The Mooresville Public Library is requesting proposals from interested qualified parties to develop, construct and/or transfer library improvements for the Mooresville Public Library ("Project"). In accordance with IC 5-23-5, the Board of Trustees of the Mooresville Public Library in Mooresville, Indiana (MPL), invites any and all qualified parties to submit a proposal, under a public-private partnership, to design, construct, and transfer the Project located in Mooresville, Indiana. The selected proposer will provide all development services, site work, labor, and materials to construct the Project. Please note that MPL has already selected a design partner [KRM Architecture] under a separate procurement, and, therefore, responses should not include a design partner. The scope ofthe Project is not fully determined. The final Project scope will be determined through a scoping period with the selected proposer, during which the selected proposer will be required to provide analysis to create a final scope, design-assistservices, and a guaranteed budget. The scope is anticipated to include renovations to an existing structure, a new HVAC system, as well as newly constructed amenities and infrastructure. The scoping period is anticipated to be a very intense and fast-paced process, to achieve a guaranteed price and final schematic design in Summer, 2024. Upon receiving satisfactory scoping period deliverables from the selected offeror, MPL intends to move forward with the Project and selected offeror via resolution or ordinance at a public hearing to complete the construction and development ofthe Project. If (1) the selected offeror is unable to produce satisfactory deliverables including a desirable budget, or (2) [MPL] determines that the Project is not necessary or wise based on the results ofthe scoping period, then [MPL] will begin a new scoping period with another offeror or cancel this RFP process altogether. In either event, the resulting scoping period deliverables will be solely owned by [MPL], and [MPL] may use the information from the scoping period deliverables for its use and benefit. Further, the Library reserves the right to pursue additional or alternate procurement processes ifnecessary.
