The City of Doral is soliciting Bids from a qualified General Engineering Construction Contractor to construct Section 7 traffic calming improvements. Through the Invitation to Bid (ITB) process described herein, qualified Contractors interested in assisting the City with the provision of such services must prepare and submit a bid packet in accordance with the procedure and schedule of this ITB. One of the following licenses is required within the bid submittal package: State of Florida Certified Electrical Contractor, State of Florida Certified Underground Utility and Excavation Contractor, or a State Registered Electrical Contractor with license in Miami Dade County as issued by the CTQB. The City will review submittals only from those responsible and qualified Contractors that submit a responsive ITB packet which includes all the information required. Accordingly, all questions and/or comments regarding this ITB must be made in writing and be directed to Procurement at the following email at procurement@cityofdoral.com. All inquiries must reference "ITB No. 2024-09 Construction of Section 7 Traffic Calming Improvements" in the subject line. The City intends to award a contract in substantially the form attached as Exhibit B for the Section 7 Traffic Calming Improvements to the responsive and responsible Contractor that possesses qualified manpower, equipment, administrative capabilities, applicable experience, and provides the best price proposal to the City. The Section 7 Traffic Calming work generally entails the installation of speed tables, raised crosswalk, raised intersection, and new speed limit signs in multiple locations, which will require grading, demolition, installations, curb and gutter, asphalt paving and milling, striping, signage, landscaping, and implementation of all related materials as shown on the Roadway Plan dated July 28, 2023 and the Signing and Pavement Marking Plans dated September 18, 2023 and prepared by H.W. Lochner, Inc., both of which are attached hereto as composite Exhibit E. The City reserves the right to utilize any combination of the base bid, add alternates as they so desire to achieve the proper balance between the required improvements, desired improvements, and the Citys available project budget. The City reserves the right to request per unit/each pricing of materials listed on the bid form for clarification or to purchase additional materials.
