The project more specifically includes, but is not limited to, the following: Construction at the existing WWTP site includes two new aerated sludge holding tanks with associated blower facility and pump station, expansion to the dewatering facility, and a new administration building. Rehabilitation at the existing WWTP site for the autothermal thermophilic aerobic digestion (ATAD) facility and disinfection facility. Construction at the existing FEB PS site includes a new headworks, influent pump station, and electrical building. Construction of a new forcemain between the FEB PS site and the WWTP, along the existing influent alignment. The project includes demolition, new auxiliary support facilities, and facility enhancements throughout the facility. The project includes an associated array of piping enhancements and civil/yard enhancements, together with electrical, instrumentation, and control enhancements to develop a complete and functional facility. Estimate: $40M-$45M *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. Bids will only be received for a single prime contract. Bids shall be on a lump sum and unit price basis, with alternate bid items as indicated in the Bid Form. Bidders are required to complete Document 00 45 13, Qualification Statement, included in these bid documents. Questions sent by e-mail or through CivCast will be prioritized over those received by other means. Only responses issued via Addenda are binding. Addenda to the bid package will be issued through this website: therefore, all prime bidders shall be responsible for downloading the bid documents. Bidders must enter the addenda numbers in Article 3.01 of the bid form to verify receipt. As a condition for submitting a bid through CivCast, Bidders shall be required to download all project documents posted on CivCast. Bids shall be accompanied by either a Bid Bond or certified check upon a national or state bank in an amount not less than 5% of the total maximum bid price, payable without recourse to the City of Paris as a guarantee that the pre-qualified bidder will, within 10 days after notice of award, enter into a Contract and furnish a Performance Bond and Payment Bond upon the forms provided, each in the amount of 100% of the Contract Price, from a surety licensed to conduct business in Texas and named in the current list of "Surety Companies Acceptable on Federal Bonds" as published in Circular 570 (amended) by the Audit Staff Bureau of Accounts, U.S. Treasury Department. The surety for the Performance Bond and Payment Bond shall have an "A" minimum rating of performance and a financial rating strength of five times the Contract Price, all as stated in the current "Best's Key Rating Guide, Property-Causality." Each Bond shall be accompanied by a "Power of Attorney" authorizing the attorney-in-fact to bind the surety and certified to include the date of the Bond. The successful bidder shall furnish a performance, payment, and maintenance bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Texas to act as surety, or other surety or sureties acceptable to the Owner. Bids shall remain in effect for 90 days after the bid opening date. Within 90 days from the bid date, the Owner may award the contract to the lowest responsive, responsible, pre-qualified bidder or reject any or all bids for the project. The City of Paris reserves the right to reject any or all bids, to waive irregularities in the bids and bidding deemed to be in the best interests of the City of Paris, and to reject nonconforming, nonresponsive, or conditional bids.
