The City of West Sacramento is soliciting qualifications from firms or individuals to provide consultant services specializing in the formation of a Property Based Improvement District ("PBID") and/or a Tourism Improvement District ("TID") pursuant to the Property and Business Improvement District Law of 1994 (California Streets and Highways Code 36600-36671) ("Project"). Exploration of a PBID in the Central Business District shall be pursued with the intent to provide maintenance, economic development / capital improvements, safety, and related administration and advocacy programs directly and only to assessed parcels within its boundaries. Exploration of a TID city-wide shall be pursued with the intent to increase overnight travelers, increase tax revenue, and the amounts visitors spend at restaurants, and other attractions in the city. With over 28 motels and hotels, not including multiple RV parks, throughout the City and multiple, new full-service hotels currently in the advanced planning stages, there is a unique opportunity to evaluate the potential for a TID in the City. Question Submission Deadline: January 15, 2024, 5:00pm Question Response Deadline: January 19, 2024, 5:00pm The City is seeking request for qualifications for consultant services from firms with background and knowledge of assessment methodologies and familiarity to evaluate the feasibility and actively form and implement: a Property and Business Improvement District (PBID) and/or a Tourism Improvement District (TID) in the City of West Sacramento. The services will be divided into two projects (PBID & TID), each with two Phases. Though responses may include one or both of the projects in the response to this request, each project must be individually scoped and quoted for purposes of this RFP. In addition to the detailed scope(s) of work and quotes for one of both of the two projects, responses should include how long your firm has been analyzing/forming PBIDs and/or TIDs in California, the methods used to complete such projects, and samples completed for other districts. The proposal must include a timeline and key deliverables for executing the Feasibility Assessment phase and the Management Plan & Formation Process. The initial term of the Contract is at the City's discretion and may be up to 3 years. The City reserves the right to extend the Contract for up to 2 additional 1-year terms (individually, "Extension") upon the same terms and conditions as parties agreed to in the Contract. Thus, parties agree the Contract may be for a total of 5 years upon the same terms and conditions as parties agreed in the Contract. Notwithstanding the foregoing, the City is not obligated to extend the Contract for any amount of time. If there is outstanding work within the Scope of Work at the end of the term of the Contract and the City requires time to solicit for and secure an alternative contractor, Contractor shall continue to provide the services within the Scope of Work on a month-to-month basis, not to exceed six (6) months, at the same cost, terms, and conditions in effect at the termination of the Contract. The City shall give Contractor at least thirty (30) days written notice of such a need and the anticipated timeline to secure an alternative contractor. A. The City reserves the right, at its sole discretion, to reject any and all Proposals, no matter their level of responsiveness, or to cancel this RFQ in its entirety. B. A Proposer must comply with all of the terms and instruction of this RFQ, and all applicable state and local laws and regulations. Any Proposal that does not meet the requirements of this RFQ may be considered to be nonresponsive and rejected. C. A Proposer may not restrict the rights of the City or otherwise qualify a Proposal. If a Proposer does so, the City may determine the Proposal is a nonresponsive counteroffer, and the Proposal may be rejected. D. The City reserves the right, at its sole discretion, to waive variances in a Proposal, provided such action is in the best interest of the City. Where the City waives variances in a Proposal, such waiver does not modify the RFQ requirements or excuse the Proposer from full compliance with the RFQ Notwithstanding any variance, the City may hold any Proposer to strict compliance with the RFQ. The method of Contractor Selection has not been Determined at this time.
