The City of Joliet (CITY) is seeking Statement of Qualifications (SOQ) from firms interested in providing Phase III construction engineering services for the Theodore Street (Drauden Road - River Road) Roadway Widening Improvements Project (PROJECT). The CITY representative for this project will be Russell A. Lubash. The PROJECT includes the widening of Theodore Street from four lanes to five lanes from west of Drauden Road to east of River Road as well as the installation of new traffic signals at the intersections of Theodore Street and Drauden Road as well as Theodore Street and Wesmere Parkway. The PROJECT will be completed with two separate bid packages for construction due to various funding sources and funding availabilities. The first bid package (Project 1a) consists of the improvements from west of Wesmere Parkway to east of River Road. Project 1a will be funded completely with Rebuild Illinois funds. This project must be completed with all funds expended prior to July 2025 to meet the requirements for the Rebuild Illinois funds. The second bid package (Project 1b) consists of the improvements from west of Drauden Road to west of Wesmere Parkway. Project 1b will be funded with Federal STP grant funds and local MFT funds. The funds for this project will be available in October 2025. The City desires to retain a single consultant to perform the construction engineering services for both Project 1a and 1b, utilizing two separate Professional Services Agreements. This RFQ is for both Project 1a and 1b. The Engineers Estimate of Probable Construction Costs for Project 1a is $3.4M and for 1b is $3.9M. Funding for the construction and construction engineering services will be using Rebuild Illinois funds for Project 1a and Federal STP funds and local MFT funds for Project 1b. Project Schedule Project 1a is scheduled to be let by the City of Joliet in Spring 2024 and must be completed by July 2025. Project 1b is planned to be on an IDOT Letting in early 2025 with construction starting late 2025. The CITY will provide the CONSULTANT with the contractor schedule after the award of both construction contracts. The SOQ must be kept to a maximum of 25 pages and shall include: Project Understanding Project Approach Detailed Scope of Work IDOT Prequalification Letter Key Personnel Resumes Statement of Availability Representative Projects Sub Consultant Qualifications Statement of Qualifications received will be used by the City Engineering Staff to develop a short-list of firms. The City will then schedule interviews with the short list firms. The Consultant must be available to meet for interviews on Monday, February 12, 2024 On Monday, February 12, 2024, a 60-minute interview will be conducted with each of the short-listed firms. Begin negotiations with selected CONSULTANT on Wednesday, February 14, 2024. A final agreement will be due by Monday, March 4, 2024. Anticipated Award of Contract Tuesday, April 2, 2024. The CONSULTANT will commence work within 10 calendar days of written Notice to Proceed. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document. The method of Contractor Selection has not been Determined at this time.
