Elizabeth Street Replacement encompasses the work required to widen, upgrade, and realign Elizabeth Street from Waller Avenue to the intersection of Press Avenue and Transcript Avenue. Waller Avenue will also be widened at the intersection to Elizabeth Street. Upgrades to Elizabeth Street will include new underground electrical utilities, sidewalks, curb and gutter with underground storm, and a wider right of way preparing for the new Cancer Treatment Center and Advanced Ambulatory Center and Parking Garage. This bid package consists of the following trade packages: TC26A1 - Electrical TC31A1- Earthwork TC31B1 - Site Utilities TC32A1 - Concrete TC32B2 - Asphalt. Bids will be received from Prime Contractors on a Lump Sum Amount for the total project. All phases of the work shall be bid to and through the Prime Contractors. Bids shall be submitted in the manner herein described and on the official proposal form included with the conditions and specifications and shall be subject to all the conditions as set forth and described in the Bid Documents. Final award of Contract will be made on the basis of the lowest, responsive and responsible bid which offers the best value. The time for substantial completion for all phases shall be Four Hundred Eighty-Five (485) consecutive calendar days and Final Completion shall be Thirty (30) consecutive calendar days thereafter. Substantial Completion will include all site restoration completed, site cleanup and fully functional. All bids shall be accompanied by a bid guarantee of not less than five (5%) percent of the amount of the base bid. A 100% Performance Bond and 100% Payment Bond shall be furnished by the successful bidder.
