The City of Sausalito ("City) is soliciting for Professional Engineering Services to develop bid documents, plans, specifications and estimate, for the installation of a larger trash capture device as shown on the MCSTOPPP 2022-24 Large Full Trash Capture Device 35% Design, September 18, 2023 prepared by County of Marin, Attachment 1 linked below. The consultant selected shall prepare construction level documents for improvements identified in the Preliminary Plan. The consultant shall also provide plats and legal descriptions for the acquisition of Right of Way necessary to perform the construction. This includes but is not limited to easement documentation for permanent improvements as well as temporary construction easements. Other improvements associated with the project may include soil testing of the location of the proposed large capture device and the replacement of roadway surfaces and infrastructure necessary to perform the work. The City invites qualified firms ("Proposers") to submit proposals for the preparation of plans specifications and estimate as further detailed in the RFP The Proposer shall also provide alternative proposals and fees for bid support services and for construction support services which the City may at its discretion award at the time of award of the primary contract. The contract for this work is included in the RFP as Attachment 7, Professional Services Agreement. If the City decides to award the Agreement to a Proposer, it will be an hourly rate agreement with a not to exceed amount. Questions regarding this RFP or the Project may only be submitted in writing to Kevin McGowan, via e-mail at kmcgowan@sausalito.gov, and Ali Iqbal, via e-mail at aiqbal@sausalito.gov attention "Marinship Way Large Capture Device Design," by January 18, 2024 The selected consultant ("Consultant") must be a professional civil engineer licensed in the state of California with the ability and experience to provide comprehensive design, plans, specifications and estimates which addresses project requirements as specified in this Request for Proposal. The Consultant must demonstrate the capacity to work with City representatives, citizens, professional service consultants, designers and engineers, and construction companies related to the Project. The scope of services for the Agreement shall include but not be limited to the following: 1. Development of biddable Plans, Specifications, and Estimate (PS&E) for the project: a. Project Development shall include, but not be limited: i. Meet with City staff to discuss project prior to start of work. ii. Assemble and review existing plans, surveys, studies and other information regarding the drainage system and utilities in and around the locations noted for the new large capture device on Marinship Way including sidewalks, trees in the right-of-way, curb cuts, other public utilities, curb ramps, sanitary sewer facilities, etc. Review the 35% plans and relevant documentation developed by the County of Marin. iii. Visit the site to investigate existing conditions to identify opportunities, constraints and verify the presence of existing utilities and points of connection. iv. Coordinate with public and private utility owners in the project area(s) to reduce or eliminate the potential damage to existing facilities in the area v. Perform all geotechnical testing and analysis of the existing soil for hazardous materials and include this information in the construction documents so that the contractor selected for the construction is able to bid and address any hazardous materials found in the soil to be excavated with this project. vi. Perform additional topographic survey work as necessary to produce complete and accurate base sheets for the development of construction documents. vii. Perform utility location and depth verification, potholing, as warranted; City will horizontally locate City-owned utilities, sanitary sewer and storm drain mains, upon request. viii. Perform value-engineering, constructability and further refinements to project plans to enhance project delivery performance in scope, schedule and budget
