The City of San Mateo (City) is requesting proposals from qualified engineering firms (Consultant) to provide professional engineering services for the Stormwater Master Plan Update (Master Plan Update). The final deliverable will include a prioritized short- and long-term Capital Improvement Program (CIP) plan with detailed descriptions, planning-level cost estimates, and specific recommended order of implementation. An analysis of the current funding mechanisms and how to maximize existing funding will also be part of this Master Plan Update, as well as recommendations for developing long-term, sustainable funding strategies to maintain the City's storm drainage system infrastructure based on a review of the state of the practice in California. The main scope elements of this Master Plan Update include, but not limited to, the following: Updated surface elevations and creek/channel, and lagoon bathymetry, Criteria for establishing infrastructure deficiencies/needs, Updated hydrologic and hydraulic modeling, Prioritized flood control and infrastructure improvement recommendations, Conceptual designs for high priority projects (2-5 projects), Creek/channel maintenance recommendations, Cost estimates for recommended improvements, and Strategies for maximum funding as leverage for competitive grant opportunities. The following generalized task descriptions are presented as information only to assist consultants in preparing the proposal. In general, the scope of services is intended to provide the engineering services required for the Master Plan Update, prioritize maintenance and capital needs, and maximizing existing and projected storm water funds for storm drainage system investments in the future. A more detailed scope of services will be incorporated into the negotiated consultant agreement.
