The City of San Mateo (City) is requesting proposals from qualified engineering firms (Consultant) to provide professional engineering services prior to, during, and after completion of, sediment removal/dredging activities at Marina Lagoon. The City obtained permits from the U.S. Army Corps of Engineers (USACE), San Francisco Bay Conservation and Development Commission (BCDC), California Department of Fish and Wildlife (CDFW), and San Francisco Bay Regional Water Quality Control Board (RWQCB) for various activities within the Marina Lagoon in San Mateo, California. These permits are included as an appendix to this Request for Proposal (RFP). The City is currently seeking to perform one of the allowed permitted actions, which includes onetime maintenance dredging in front of the 19th Avenue Creek, 16th Avenue Channel, and Laurel Creek inlets, including up to 2,000 cubic yards of sediment removal. Interview of Firms (as needed): February 19-23, 2024 Selection Complete :March 1, 2024 Contract Award :April 1, 2024 Proposers who wish to be considered for this project must submit an electronic copy of their proposal via email to the City for review. 8 1/2" x 11" sheet sizes should be used for the text, with 11" x 17" sheet sizes for any foldout figures, organizational charts, schedules, or drawings. Electronic documents should be submitted in PDF form. The proposal shall be limited to fifteen (15) pages. Resumes for proposed personnel will not be counted towards the page limit. Proposals should clear and concise. At a minimum, each proposal must include the following information in sections After the review of proposals, the City may invite some or all proposers to present their qualifications and proposed approach or may decide to select proposers without conducting interviews and enter contract negotiations directly. Proposer interviews, if necessary, are anticipated to be conducted according to the schedule provided in Section VII. Details of the interview process will be provided along with the invitation to present DMMO work plan developments and consultant field investigations :February 2024 to April 2024 Consultant Development of Bid Package: February 2024 to June 2024 Advertisement of Bid Package to Dredging Contractors: July 2024 to August 2024 Contractor Dredging & Consultant Support During Construction :September 2024 to October 2024 Any questions regarding the contract documents should be directed to: James Yang, Associate Engineer City of San Mateo - Public Works Department 330 W. 20th Avenue, San Mateo, CA 94403 jyang@cityofsanmateo.org (650) 522-7575 In general, the scope of services is intended to provide the professional services required to prepare contractors to perform the sediment removal/dredging in substantial compliance with the relevant permits, prepare deliverables required by the permits (including any additional permits which must be obtained prior to sediment removal/dredging), provide field observation services during sediment removal/dredging, and provide project management services throughout the life of the project. The project is therefore divided into the following tasks: A. Project Management :The selected Consultant will establish a strategy and schedule to meet the Citys goals for performing the sediment removal/dredging and manage the work to deliver the project in a manner acceptable to the City. Hold and lead a kick-off meeting and routine check-in meetings to update the City on progress for key milestones. Consultant to prepare all agenda, meeting minutes, technical memorandums, reports and presentation for all meetings. Develop and maintain a master project schedule. Preparation of monthly progress reports and invoices. Coordinate the project team, including City staff, subconsultants, and contractor firms, and manage all work. Assemble and maintain project files within SharePoint that include all documentation and data resulting from or related to the Consultant's services for the projects, including, but not limited to, survey files, engineering computations, documented assumptions, working drawings, meeting minutes, all correspondence, digital image, and video libraries, etc. B. Sediment Characterization for Placement/Offhaul :The Consultant shall prepare and submit a sediment quality sampling and analysis plans to the Dredged Material Management Office (DMMO) so that DMMO may make suitability determinations for potential disposal of dredged material in the San Francisco Bay or at an upland location such as the Montezuma Wetlands Restoration Project site. Following approval by DMMO of the quality sampling and analysis plans, the Consultant shall implement the sampling plan and prepare a Sampling Analysis Results report for DMMO review. The Consultant shall coordinate with DMMO for determining appropriate disposal sites following completion of the sampling and analysis activities. Depending on the results of the characterization, Consultant shall advise whether the material may be appropriate for unconfined aquatic disposal, disposal at an approved upland site, or disposal at a landfill. C. Project Design Services/Bid Documents Preparation :The Consultant shall provide project design services and prepare bid documents (including construction cost estimate), which will be incorporated into a formal bid process to procure services to perform the sediment removal/dredging described within this RFP. The bid documents shall summarize the requirements of the approved permits, deliverables expected to be produced by the Contractor (including bathymetric surveys and drawings). The Consultant shall meet with City staff to review the draft bid documents for sediment removal/dredging, City comments, and the Consultants response to City comments. After the Citys bid opening, Consultant shall conduct a comprehensive review of the technical merits of the contractors bids and provide the City feedback. D.Services During Construction The Consultant shall provide design and observation services during construction, which will include the following tasks: Hold and lead kick-off meeting with the selected Dredging Contractor prior to construction Review submittals and drawings provided by the Dredging Contractor Perform site visits on an as-needed basis during sediment removal/dredging activities Respond to Requests for Information (RFIs) submitted by the Dredging Contractor Provide support to the City to review and negotiate any requested change orders by the Dredging Contractor Review as-built drawings prepared by the Dredging Contractor, including review of bathymetric surveys performed as part of DMMO permitting. The method of Contractor Selection has not been Determined at this time.
