The objective of the project The objective of the project is to rehabilitated existing sewers and laterals on 7th, Mission, Howard, 3rd, and Bryant Street. The work is to be performed in San Francisco, California. Bid discounts may be applied as per San Francisco Administrative Code Chapter 14B and Section 2.01 of C MD Attachment 1. The Local Business Enterprise (LBE) subcontracting requirement is 6.00%. The LBE subcontracting requirement can only be met with C MD certified San Francisco Micro and Small-LBEs. The LBE subcontracting requirement is less than 20% due to the following: The CIPL rehabilitation method is a great option for areas where digging or trenching would be disruptive and impractical. The liner is inserted and using steam/water/UV, the liner is cured and forms a replacement pipe. This is specialty work that only specific Contractors with specific qualifying experiences can perform. In addition, the lining of the laterals requires a special subcontractor who can use this same technique but on a much smaller scale. SFPUC-LBEs cannot be counted towards meeting the LBE subcontracting requirement(s).Prime and Joint Venture level LBE participation cannot be counted towards meeting any of the LBE subcontracting requirement(s). LBE subcontractors must be certified with C MD in the scope of work they are being listed to perform. All Bidders shall submit documented Good Faith efforts with their Bids as directed on C MD Form 2B, except those who exceed the above-stated subcontracting requirement(s) by at least 35%. SFPUC encourages Bidders to complete the Safety Prequalification Web Form prior to the date of Bid opening in accordance with Section 00 21 13 - Instructions to Bidders. Bidders are required to pass the Safety Prequalification prior to SFPUC considering their bid submission complete. SFPUC will notify Bidders that have passed the Safety Prequalification prior to or on the date of Bid opening. Refer to Section 00 21 13 - Instructions to Bidders,Bidder Qualifications and the website listed above for additional information. 1. Failure to comply with Chapter 14B requirements may result in a Bid being deemed non-responsive and ineligible for Contract award. Subcontracting opportunities may include, but not limited, to the following major types of work: saw-cutting, paving, excavation, traffic control, and concrete.
