The City of Indianola is now accepting bids for the Franklin Avenue Sanitary Sewer Improvement Project. The Project shall consist of: Replacement of 8-inch sanitary sewer main and sewer service lines, manholes, storm sewer installation, roadway paving, roadway & curb ramps, driveway aprons together with related subsidiary and incidental work in accordance with the plans and specifications. The City of Indianola reserves the right to reject any and all bids The City of Indianola, in accordance with Title VI of the Civil Rights Act of 1964, 78 Stat. 252, 42U.S.C. 2000d to 2000d-4 and Title 49, Code of Federal Regulations, Department of Transportation, Subtitle A, Office of the Secretary, Part 21, Nondiscrimination in Federally-assisted programs of the Department of Transportation issued pursuant to such Act, hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, minority business enterprises will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award. Time for Commencement and Completion of Work. Non Field-related work on the improvement shall commence within 10 days of the date specified on the Notice to Proceed. Notice to Proceed shall be no later than February 16, 2024 after Contractor has provided executed contract, bonds and certificates of insurance as required in the contract documents. Field Start Date shall not begin until June 3, 2024, work shall be substantially complete on or before September 6, 2024, and shall be fully completed on or before September 27, 2024. Damages in the amount of Five Hundred & 00/100 dollars ($500) per day will be assessed for each day the work remains incomplete with said completion provisions. North 9th Street Pavement Restoration Provision: North 9th Street final pavement restorations shall be completed and re-opened to public access no later than August, 9, 2024. Bid Security. Each bidder shall accompany its bid with bid security, as defined in Section 26.8 of the Iowa Code in an amount equal to Five (5) percent of the total amount of the bid Public Hearing on Proposed Contract Documents and Estimated Costs for Improvement. A public hearing will be held by the City Council of the City of Indianola on the proposed contract documents (plans, specifications and form of contract) and estimated cost for the improvement at its meeting at 7:00 P.M. Local Time on February 5, 2024 in the Council Chambers of Indianola, Iowa, City Hall, 110th N. 1st Street, Indianola, IA 50125 Preference of Products and Labor. Preference shall be given to domestic construction materials by the contractor, subcontractors, material, men, and suppliers in performance of the contract and, further, by virtue of statutory authority, preference will be given to products and provisions grown and coal produced within the State of Iowa, and to Iowa domestic labor, to the extent lawfully required under Iowa statues. Sales Tax Exemption Certificates. The bidder shall not include sales tax in the bid. The City of Indianola will distribute tax exemption certificates and authorization letters to the Contractor and all subcontractors who are identified. The Contractor and subcontractor may make copies of the tax exemption certificates and provide a copy to each supplier providing construction materials. These tax exemption certificates and authorization letters are applicable only for this specific project under the Contract. General Nature of Public Improvement. Replacement of 8-inch sanitary sewer main and sewer service lines, manholes, storm sewer installation, roadway paving, roadway & curb ramps, driveway aprons together with related subsidiary and incidental work in accordance with the plans and specifications. North 9 th Street final pavement restorations shall be completed and re-opened to public access no later than August, 9, 2024.
