The proposed work includes: the furnishing of all material, labor, and equipment to construct raised pedestrian crosswalks at the intersection of Southwest Boulevard with the Wears Creek Greenway and Lafayette Street with the East Branch Greenway including concrete trail, sidewalk, and pavement; Stormwater inlets and piping, lighting, signing, striping, and other ancillary construction. All labor used in the construction of this public improvement shall be paid a wage no less than the prevailing hourly rate of wages of work of a similar character in this locality as established by the Department of Labor and Industrial Relations (Federal Wage Rate), or state wage rate, whichever is higher. The City of Jefferson hereby notifies all bidders that it will affirmatively ensure that in any contract entered into pursuant to this advertisement, businesses owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry, or national origin in consideration for an award. Contractors and sub-contractors who sign a contract to work on public works project provide a 10-Hour OSHA construction safety program, or similar program approved by the Department of Labor and Industrial Relations, to be completed by their on-site employees within sixty (60) days of beginning work on the construction project. A bid bond in the amount of 5% shall be submitted with each proposal. The City of Jefferson reserves the right to reject any or all bids. The project will be awarded to the lowest, responsive, responsible bidder. The DBE Goal for this project is 4%. No 2nd tier subcontracting will be allowed on this project. All questions concerning the bid document preparation can be directed to the City of Jefferson at 573-634-6433. These Specifications and Project Plans are intended to supplement, but not necessarily duplicate each other, and together constitute one complete set of Specifications and Plans so that any work exhibited in the one and not in the other, shall be executed just as if it has been set forth in both, in order that the work shall be completed according to the complete design of the Engineer. Should anything be omitted from the Specifications and Plans which is necessary to a clear understanding of the work, or should it appear various instructions are in conflict, then the Contractor shall secure written instructions from the Engineer before proceeding with the construction affected by such omissions or discrepancies. It is understood and agreed that the work shall be performed and completed according to the true spirit, meaning and intent of the contract, specifications and plans
