Each bid must be accompanied by a certified check, cashier's check or bid bond from a surety company licensed to do business in New Jersey, in the amount of ten percent (10%) of the base bid submitted, but not in excess of $20,000.00, made payable to the Elmwood Park School District Board of Education. The Elwood Park School District Board of Education reserves the right to reject non-conforming bids and to reject all bids in accordance to the law. The contract, if awarded, shall be awarded to the lowest responsible Bidder whose bid is responsive in all material respects to the bid requirements. No contract shall be awarded except by adoption of a formal resolution by the Elmwood Park School District Board of Education.
