Immediately following the scheduled closing time for reception of bids, all proposals which have been submitted in accordance with the conditions set forth will be publicly opened and read aloud at the Knott County Water & Sewer District office in Vicco, Kentucky. The work to be bid consists of: Replacement of an existing 8-inch water line beginning at the intersection of the KY Route 1231 (Big Branch Road) and KY Route 550, then continuing west along KY Route 550 approximately 23,800 feet to the intersection of KY Route 550 and KY Route 1102 (Montgomery Creek Road), then continuing north along KY Route 1102 approximately 11,500 feet ending and tying in to the existing Montgomery Creek Booster Pump Station. The upgraded water line will consist of 12inch HDPE DR11 (DR9 for horizontal directional drilling) and related appurtenances. Existing branch lines, service lines, and related appurtenances will be re-connected or re-installed as required. Contractor shall furnish all materials, equipment, labor, and reclamation necessary to complete the construction of this contract. The construction of this project will be funded with funds made available from the Commonwealth of Kentucky's Division of Abandoned Mine Lands through the Bipartisan Infrastructure Law. Bidders must comply with all applicable laws and regulations for construction projects receiving Federal aid including, but not limited to, the Civil Rights Act of 1964, the Contract Work Hours and Safety Standards Act, the American Iron and Steel Act (AIS), the Build America, Buy America Act (BABA), and the Davis-Bacon Act as amended. No bidder may withdraw their bid for a period of 90 days after the date bids are opened. They may, however, withdraw their bid at any time prior to the time and date scheduled for opening of same or any authorized postponement thereof. Any bid received after the time and date specified shall not be considered and will be returned unopened to the bidder. Award will be made to the lowest, responsive, responsible bidder.
