The City of Toccoa (Owner) will be requesting Statements of Qualifications from Construction Manager at Risk (CMAR) organizations (Proposers) for the construction of the following Project, and for related pre-construction and procurement CMAR services. The CMAR Contract will include the following services and Work: 1. Rehabilitation of an existing 0.41 MGD conventional wastewater treatment plant plus construction of new unit processes to increase hydraulic peak flow capacity, add primary treatment, and provide onsite solids handling capability. Additionally, CMAR shall provide preconstruction services including constructability review and input, preparation and submission of formal preliminary cost estimates at 30%, 60%, & 90% stages, consultation with Owner and Owner's Advisor on all aspects of planning design and proposed construction. 2. Modify the existing raw sewage pump station 3. Construct new screening & grit structure 4. Construct new flow control structure, flow equalization basin, and transfer pump station 5. Modify the existing aeration basin, secondary clarifiers, & gravity thickener. 6. Modify the existing UV disinfection system 7. Modify the existing WAS pump station 8. Construct new digester and sludge dewatering building 9. Additional items as required for a complete project Owner anticipates that the CMAR's Contract Price will be approximately $12,000,000. The pre-construction services of the CMAR Contract has an expected start date of April 2024 and duration of pre-construction services of 120 days. The Notice to Proceed for construction is expected to occur September 2024 with a duration of 600 days. Final completion of the project is expected to be June 2026. An SOQ will not be considered by the Owner unless the Bidder is on record as having purchased and received complete RFQ/SOQ documents. All prospective Proposers are urged to register with the designated website as an interested party, even if the Proposer has obtained the Proposal Documents from a source other than the designated website. Neither Owner, Owner's Advisor, nor Engineer will be responsible for Proposal Documents, including addenda, if any, obtained from sources other than Electronically.
