The work consists of an upgrade to the existing wastewater treatment plant(WWTP) that would involve the construction of a new mechanical screen structure and housing prior to the existing sequencing batch reactor (SBR) tanks at the WWTP. The project also includes providing and installing two (2) new engine generators at the WWTP, located at 147 River Road in the City, and Main Lift Station site, located at 200 B Street in the City. Each bid shall be accompanied by a bid bond, certified check, cashier's check, or credit union certified share draft in an amount equal to five percent (5%) of the total amount of the bid The successful bidder shall furnish a 100% Performance Bond and a 100% Payment Bond on the forms provided in the Bidding Documents. The work shall commence when weather permits after approval of the Contract by the City Council. The Contract shall be Substantially Complete by May 31, 2025, and Ready for Final Payment by June30, 2025. The successful bidder will be required to conform to the wage requirements prescribed by the federal Davis-Bacon and Related Acts which requires that all laborers and mechanics employed by contractors and sub-contractors performing on contracts funded in whole or in part with federal funds in excess of $2,000 pay their laborers and mechanics not less than the federal prevailing wage rates and fringe benefits, as determined by the Secretary of Labor, for corresponding classes of laborers and mechanics employed on similar projects in the area The City Council reserves the right to reject any or all bids, to waive any informality in bidding and to accept the bid as it deems to be in the best interests of the City. By virtue of statutory authority, a preference will be given to products and provisions grown and coal produced within the State of Iowa and Iowa domestic labor to the extent lawfully required under State Statutes.
