Responses must be submitted in a sealed envelope containing the original copy of the response, addressed to: Lori Bockholdt Comptroller's Office 101 East Third Street Alton, IL 62002 Each sealed envelope containing a response must be plainly marked on the outside of the envelope with the respondent's name, proper address, and BID #2023 - 44 DEMOLITION. Any questions regarding this bid should be directed to Lori Bockholdt, Comptroller's Office, City of Alton (618) 463-3545. Copies of the Asbestos Abatement report(s) will be provided upon request. The City cannot accept your bid response via fax. A copy of the bid tabulation will be available upon written request to the Comptroller's Office or by email to lbockholdt@cityofaltonil.gov. Telephone requests will not be accepted. Each written request must contain a self-addressed, stamped envelope and must reference the bid title and number. Contractor shall guarantee, in writing, that all work conforms to the requirements of the specifications. The project consists of the complete demolition and removal and disposal of any existing buildings, fences and similar appurtenances located on the premises. The foundation, footing and basement floors shall be completely removed from the demolition site and disposed of at an approved disposal site. Any cisterns or similar reservoirs found on the premise are to be removed. The structure in this bid letting is to be demolished using the "Wet Demolition" method. b) Deposits The Contractor who is the successful bidder shall post a three hundred-dollar bond ($300.00 per address) prior to commencement of project. c) Permits - Per Each Address The Contractor shall obtain the necessary demolition permits from the City of Alton prior to beginning the project and shall perform all work in strict conformity therewith. As this project is contracted through the City, the fee for demolition permit will be waived. d) Utilities The contractor shall be responsible for notifying all utility companies of the demolition prior to beginning the project. All rules and regulations of the utility companies and City Codes must be complied with before, during and after the demolition project. The Contractor shall seal all existing drains and open lines connected to a public sewer system. The Contractor shall either completely remove all septic tanks, cisterns and sewage disposal systems of any kind from the property or fill the systems with sand, at the option of the Contractor subject to approval by Alton. Prior to fill being placed, the Department of Public Works shall be notified (618- 463-3530), as well as Illinois-American Water Company to arrange inspection of the sewer for proper capping (required by ILAW to be at the property line). Contact information for ILAW will be provided at the meeting after the awarding of work. Contractor shall not fill any sewer excavation until approved by the sewer service provider, currently Illinois-American Water Co. or its designee. A Sewer Inspection Fee for each address may be charged as established from time to time. e) Fill The Contractor shall fill only with clean dirt up to twelve (12") inches below the level of grade of the existing surrounding area. The top layer of fill shall be a minimum of twelve (12") inches of soil capable of encouraging vegetation. Prior to fill being placed, Contractor shall notify the Department of Building & Zoning to schedule an inspection for the approval of the fill material to be used. The Contractor shall rake smooth and apply grass seed and straw to the entire soil surface. Care shall be taken to prevent the occurrence of voids in the fill or undue settlement after the fill has been placed. Lumber, lath, siding, shingling, guttering and other building materials will not be permitted in the fill. All material which is not suitable for fill materials shall not be used and shall be removed from the site and disposed of at the Contractor's expense. f) Disposal Any and all materials to be disposed of shall be disposed of at a legally approved disposal area. Receipt of the disposal transaction with the approval of the disposal site (photocopies are not acceptable) shall be retained and presented to the City of Alton before final payment will be made. The burning of any materials will not be authorized or permitted. Any unauthorized materials remaining on the premises at the completion of the project will delay final acceptance until such time as said materials have been removed. The premises shall be left orderly and clean, free of debris and/or building materials. g) Salvageable Materials There is no guarantee of salvable materials in any building involved in this project. No responsibility shall be assumed by any party for loss of salvable materials. h) Complete Demolition All ancillary buildings on the lot with the principal structure shall likewise be demolished and removed unless specified otherwise in the bid specifications. Any trees not scheduled to be removed shall not be damaged, and if damaged, shall be removed at the Contractor's expense. Dead trees located on the subject premises are to be removed by Contractor as a part of the bid project. The contractor shall inquire of the city as to whether any fencing or walls on the subject lot are to be removed as part of the demolition proceeding, if such issue is not addressed in the bid specifications. As a final step of the bid project, the Contractor shall clean the subject property by removal of all garbage, debris, scrub trees, and cutting of weeds and grass, including but not limited to the area between the subject property and the adjoining streets.
