Bid security in the form of a bid bond, certified check, or cash in an amount equal to ten percent (10%) of the base bid amount shall be submitted with the bid. Should a bid bond be submitted, the bid bond shall be payable to the Board of Trustees, Black Hawk College. Representatives from the College and the Architect s and Construction Manager s office will be present to answer questions regarding bidding procedures and project requirements. Decisions of the College will be final. This solicitation includes an aspirational goal of 30% participation of BEP certified vendors to perform or provide the anticipated services and/or supplies required by this solicitation. All bidders must comply with applicable Illinois Law requiring the payment of prevailing wages by all contractors working on public projects. Bidders must comply with the Illinois Statutory requirements regarding labor, including Equal Employment Opportunity Laws. The College recognizes the importance of increasing the participation of businesses owned by minorities, females and persons with disabilities in public contracts. It is the policy of the College to promote the economic development of disadvantaged business enterprises by setting aspirational goals to award contracts to businesses owned by minorities, females, and persons with disabilities for certain services, to the extent provided by the Business Enterprise for Minorities, Females and Persons with Disabilities Act ( Act ), 30 ILCS 575/0.01 et seq. and the Business Enterprise Council for Minorities, Females, and Persons with Disabilities ( Council ) which serves to implement, monitor and enforce the goals of the Act.
