Infrastructure and Site Work and Post-Tensioned Concrete Flat Work The Owner, White Mountain Apache Housing Authority (WMAHA) will receive sealed bids from licensed contractors for the installation of water, sewer, roads, grading, and house pad preparation and post tensioned concrete flat work that will support construction of 13 New Housing Units to be built on the Fort Apache Indian Reservation, in the Community of Seven Mile, Arizona. Four 2BR Units, Four 3BR Units, Four 4BR Units and One 5BR Unit are proposed for construction. WMAHA intends to solicit competitive-sealed bids from licensed contractors using the bid schedule, for Infrastructure & Site Work only, within the Project Manual. The bids shall be per scope of work detailed in the Plans and Specifications entitled White Mountain Apache Housing Authority, 7-Mile Tank Subdivision Project: Infrastructure and Site Work. Prospective bidders shall have Post Tensioned Slab designed by others in conformance with the Geotechnical Reports. 4-Bedroom Architectural Plans will be utilized in lieu of the two 5-Bedroom Units. Bids may not be withdrawn for a period of 30 days following bid opening without the consent of the Owner. The Submitted of the following is required to be a responsive bidder: (1) Form of total Bid; (2) Bid Schedule; (3) Bid guarantee of not less than five percent (5%) of the bid amount which may be in the form of certified check, bank draft, or bid bond secured by a surety authorized to do business in Arizona and listed on the U.S. Treasury listing of approved sureties; (4) Indian Qualification Statement from bidders claiming Indian preference; (5) Representations, Certification and Other Statements (HUD-5369); (6) Non-Collusive Affidavit: (7) Previous Participation Certification (HUD2530) or list of completed projects within the last four years; and (8) Statement of how the bidder plans to provide Indian preference in employment and training. This bid solicitation is open to all qualified bidders. The contract shall be awarded to the lowest responsive and responsible bidder whose bid does not exceed the maximum contract amount established by the Owner for the categorized work, subject to Indian preference. Indian preference will be provided by applying the X-Factor in which the contract shall be awarded pursuant to WMAHA Policy and Procedure. A bidder shall have 48 hours within which to file a written bid protest with the Owner. Documents provided within the Project Manual shall be used in preparing bids. Bidders may inspect the work site to satisfy themselves as to conditions that may affect the cost of performance. In no event, shall a failure to conduct a site inspection constitute grounds for withdrawal of a bid after bid opening nor shall it constitute grounds for a claim after contract award.
