Question Deadline 12/28/2023 All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Contract 1 - Work is to include replacement of approximately 75 LF of 8-inch waterline, 150 LF of 8" Directional Drill and leak detection assembly. Bids will be received from a single prime Contractor per each contract. Bids shall be on a unit price basis. A 5% bid bond is required. Bidders must comply with Title VI of the Civil Rights Act of 1964, the Anti-Kickback Act, Non-segregated facilities order 32FR 7439, and the Contract Work Hours Standard Act. Bidders must comply with President's Executive Order No. 11246 as amended, prohibiting discrimination in employment regarding race, creed, color, sex or national origin. This project will be in compliance with Executive Order 11246 (Equal Employment Opportunity) as amended. Contractors/subcontractors will comply with 41 CFR 60-4, (affirmative action), to ensure equal opportunity to females and minorities and will apply the timetables and goal set forth in 41 CFR 60-4. Bidders will make positive efforts to use small, minority, women owned and disadvantaged businesses. DBE's are encouraged to bid. The owner reserves the right to waive any informality or to reject any or all bids. Procurement will be subject to DOW Procurement Guidance including the Davis-Bacon Act. This contract is being funded by KYTC. No bidder may withdraw his bid within 90 days after the actual date of the opening thereof. Bid award will be made to the lowest, responsive, responsible bidder
