The purpose of this Invitation to Bid (ITB) is to solicit competitive sealed bids for construction of the Villa City Drinking Water Production and Treatment Facility, in accordance with this Invitation to Bid, the bid response, the Scope of Work, all Exhibits and all Attachments.
