The North Central Texas Council of Governments (NCTCOG) seeks an experienced firm or firms to provide the services described below to the members of its TXShare Cooperative Purchasing Program (TXShare). The awarded contracts will be promoted via TXShare. The purpose of this Request for Proposals is to solicit responses that result in a contract with one or more qualified vendor(s) that are familiar with providing any or all of these services There is not a pre-proposal conference scheduled. Questions arising subsequent to the issuance of this solicitation will be received until 5:00 PM CT, January 5, 2024, and must be submitted electronically . Questions received after this time may not be answered in sufficient time to benefit the vendor in preparing a proposal. General questions about the process may be answered directly to the inquirer. Any questions of a material nature that require clarification of, or additional information added to, the solicitation will be published via addenda posted electronically and available for viewing of all registered participants. Proposers are responsible for reviewing the solicitation posting electronically for any updates related to this RFP prior to the closing date. Inquiry Period Ends January 5. 2024 5:00 PM CT Only the names of the offerors submitting a proposal will be read aloud. No other information will be disclosed at that time. Proposal information is restricted and not publicly available until after award of a contract. All documents associated with the proposal submitted, unless the offeror indicates a portion of the proposal is proprietary, may be subject to public inspection in accordance with the Texas Public Information Act. All information obtained during this solicitation will become property of NCTCOG The desired outcome of this RFP for Compensation Study Consulting Services is to retain a contractor(s) to supply municipalities, counties, school districts and other agencies with the services listed below: Service Category #1: Consulting Services. NCTCOG is soliciting proposals from firms to provide consulting services including but not limited to the following: o Developing and/or ensuring job descriptions accurately describe the job functions performed by the employee; o Utilizing the revised job descriptions to create job structure and families; o Utilizing newly created job families to generate recommended job levels and salary grades; o Recommending salary ranges for use with grades that are informed by Compensation Philosophy and/or strategy. o Conducting compensation benchmarking of jobs to relevant market data; o Creating market-driven compensation structure(s) to comparable government agencies; o Developing guidelines and methodology to ensure placement within the compensation structure takes internal equity between jobs into account. o Conducting equity analyses for internal pay relationship, as well as, creating a method for internal agencies' staff to use to perform ongoing equity analysis. o Preparing and presenting summary report, proving explanation and outline of methodology used; o Providing cost-effective recommendations on at least 3 implementation options for any changes proposed. o Proposing guidelines to maintain resulting/recommended compensation structure, levels, and grades; similarly, proposing processes for updates to job descriptions in a consistent and comparable manner so that internal placement remains defensible. Service Category #2: Optional Ancillary Services. o Other related services - o Full Compensation Package Review o Employee engagement survey; o Incentive plans; o Other services that offeror proposes. Any contract resulting from this RFP shall be effective for 24 months from the date of award. This contract will automatically renew for up to three (3) additional one-year periods, not to exceed five (5) years in total, unless earlier terminated as provided herein. NCTCOG reserves the right not to renew at its discretion. NCTCOG reserves the right to accept or reject any and/or all submissions or to cancel this notice at any time. The method of Contractor Selection has not been Determined at this time.
