Under this Request for Proposals ("RFP"), the City of Glendale ("City") on behalf of its Public Works Department is soliciting Proposals from a suitably qualified consultant ("Consultant") to provide storm water services for the Glendale Recycling Center's General Permit for Discharges of Storm Water Associated with Industrial Activities (IGP), including preparing Storm Water Pollution Prevention Plans (SWPPPs), evaluating facility sampling results versus Numeric Action Levels (NALs) and Numeric Effluent Limits (NELs), and having a Qualified Industrial Storm Water Practitioner (QISP) to improve compliance with the Industrial general permit by completing Level 1 and Level 2 stormwater evaluations and developing Best Management Practices (BMPs) to eliminate or reduce the impact of exceeding NALs as required by the California Stormwater Industrial General Permit (IGP). The Services described in this RFP and in the proposed Contract are to be completed by April 30, 2026. The City has the option to renew the Consultant's Contract one time, for a period of one year ("renewal term"). Exercise of the renewal option is at the sole discretion of the Director of Public Works and requires the Director's written approval. Exercise of the renewal option may also be subject to written approval by the City Manager and/or City Council. Last Day to Submit Requests for Clarification Proposer 1/11/2024 by 4 p.m. The Proposer must submit a Request for Clarification in writing-- by email-- to: City of Glendale Department of Public Works Attention: Daniel Hardgrove, Assistant Director of Public Works 633 E Broadway Room 209 Glendale, CA 91206-4388 Email: dhardgrove@glendaleca.gov. A Proposal received after this date and time will be considered non-responsive and the City will return the Proposal, unopened. Oral, telephonic, facsimile, or electronically transmitted (email) Proposals are invalid and the City will not accept or consider them. A Proposer must submit three (3) hard copies of the proposal (consisting of 1 original and 2 copies), and one (1) digital PDF copy of the proposal, on a flash drive, all in a sealed, clearly labeled envelope (or box). A Proposal may be delivered by mail or in person. The method of Contractor Selection has not been Determined at this time.
