Sanitary Sewer System Improvements Central Heights Lift Station and Gravity Diversion Project. As Construction of a new package lift station and tie into a proposed 3" force main. New gravity lines will be constructed from lift station down Houston Avenue to divert existing sanitary sewer flows. New gravity sewer lines and manholes will be constructed by open cut within the existing asphalt roads. Additionally, an additive alternate bid will be included to take the 3" sanitary sewer force main down Central Blvd. and tie into the existing influent junction box for Lift Station #1. Bid Security, only in the form of: 1) a certified or cashier's check drawn on a Texas bank and made payable to the JCWCID No. 10; or 2) a bond executed by a surety company authorized to do business in Texas, in the amount of not less than five (5%) percent of the total bid, must accompany each bid at the time it is submitted. Bids must be submitted in duplicate. Bids may be held by the JCWCID No. 10, Texas for a period not to exceed 90 days from the date of the bid opening for the purpose of reviewing the bids and investigating the bidder's qualifications prior to the contract award. Time for receiving bids is subject to change pending review and approval of the plans and specifications by the Texas Water Development Board. Upon award, the successful bidder will be required to furnish payment and performance bonds. This contract is subject to the Environmental Protection Agency's (EPA) Disadvantaged Business Enterprise (DBE) Program, which includes EPA-approved fair share goals toward procurement of Minority and Women-owned Business Enterprise (M/WBE) businesses. EPA rules require that prime contractors make a good faith effort to award a fair share of contracts, subcontracts, and procurements to M/WBEs through demonstration of six affirmative steps. This contract is contingent upon release of funds from the Texas Water Development Board (TWDB). Any contract or contracts awarded under this Invitation for Bids are expected to be funded in part by financial assistance from the TWDB. Neither the U.S. Environmental Protection Agency (EPA) or the State of Texas, nor any of its departments, agencies, or employees are or will be a party to this Invitation for Bids or any resulting contract. Any contract(s) awarded under this Invitation for Bids is/are subject to the American Iron and Steel (AIS) requirements of federal law, including federal appropriation acts. Regulations in 29 CFR 5.5 instruct agencies concerning application of the standard Davis-Bacon contract clauses set forth in that section. All grants, cooperative agreements, and loans funded under the Clean Water State Revolving Fund and Drinking Water State Revolving Fund shall include the standard Davis-Bacon contract clauses found in 29 CFR 5.5(a), which shall also be incorporated in any resultant covered contracts that are in excess of $2,000 for construction, alteration or repair (including painting and decorating).
