Removal of sludge from the lagoon system is required at Cell 1 and Cell 4. Cell 1 is the primary overflow and bypass connection for the WWTP treatment plant and is utilized for high wet weather flows and temporary WWTP influent flows during plant maintenance. Cell 4 receives the trucked sewage from the region and is designated as the septic receiving station. Cell 4 has the operational flexibility to pump directly into the wastewater treatment plant or into cell 1. The vegetation around cells 1 and 4 consist of grass, small shrubs and small trees. Both Cells 1 and 4 are clay lined. Cell 1 does not have aeration system. However, Cell 4 has a diffusion aeration system. Engineering drawing have been uploaded in the Bidding System for reference (Attachment A - Aeration Cell #4). Sludge was last removed from the Cell 1 and Cell 4 in 2014. A detailed sludge survey report completed in August and September of 2021 is uploaded in the Bidding System for reference (Attachment B - Sludge Surveys) and will provide the respondents with an estimate of expected quantities. Additional surveys will be completed by the RMWB before and after the sludge removal project. Two locations have been identified on site (see upload in the Bidding System - Attachment C - Site Layout) for geo-bag dewatering. Dewatering Area # 1 - 3412 m2 Dewatering Area # 2 - 2200 m2 Two laydown areas have been identified for the project in which the successful respondent can use to store and prep equipment and materials (Attachment C - Fort McMurray Wastewater Treatment Plant Site Layout) Location 1 - Laydown Area -1400 m2 Location 2 - Laydown Area -1200 m2 The North access to the laydown area must always be kept open to vehicle traffic and all pump hose must run along the west side and to the south of the laydown, to allow access to materials owned by the RMWB within the laydown areas. Pump hoses may be positioned across the North access if they are protected by a steel pipe covered with road crush gravel.
