The project consists of construction of new gravity sewer and laterals through areas primarily served by private septic systems. The scope of work includes, but is not limited to, trenching and installation of approximately 1,441 LF of 8-inch gravity sewer pipeline at depths approximately 3 - 12 feet, sewer manholes, gravity sewer services, temporary traffic control, street reconstruction, and general right of way restoration. The project will be funded by the Clean Water State Revolving Fund, administered through Oregon Department of Environmental Quality. The project is subject to the provisions of ORS 279C.800 through 279C.870 and the Federal Davis-Bacon Act and the higher of the two prevailing wages will be required to be paid. Sealed Bids will be received online as instructed on the City Bonfire Portal. Bids may also be submitted to the City, via mail, or in person. Please contact the Issuing Officer no later than two (2) business days prior to Bid due date to make arrangements ahead of time for an in-person submission. Hard copies will not be accepted unless the Bidder has made arrangements ahead of time. If a hard copy of the Bid is submitted without prior coordination with the Issuing Officer, the Bid will be returned (unopened) to the Bidder without consideration. No faxed or emailed submissions will be accepted. Prequalification is a requirement. Bidders must be prequalified with City of Bend at the time the bids are opened. Prequalification process is administered by the Private Development Engineering Division through the City View permit and licensing software and customer portal. Prospective bidders can verify online if they are prequalified at www.bendoregon.gov/qualifiedcontractors. New applications for the City of Bend prequalification must be received at least ten business days before the bid deadline. Registration for the customer portal may be obtained online at the webpage noted above. Once registered select "Apply for a Qualified Contractor License" and follow the instructions. For the field "Please describe the types(s) of contracting you do" it is important to type "For Current Bid" followed by the type of work requesting approval for to ensure your application is processed promptly. The Engineer's estimate is between $902,673 and $1,153,415. *The value for this project is based on a financial range. The value is listed as the highest possible cost from the range provided by a stakeholder or official project document.
