The Village of Whitefish Bay Public Works Department hereby gives notice that sealed Bids will be received for the 2023 Whitefish Bay Water Tower Generator Project- Package 1. The procurement package consists of providing a generator and transfer switch for the water tower. All Contractors shall comply with the Contractor Qualification Ordinance of the Village of Whitefish Bay requiring pre-qualification of Contractors prior to submitting bids or to act as a Contractor or Subcontractor on any public improvement project. Qualification forms will be included in the bid documents and must be submitted to Clark Dietz no later than 72 hours prior to the scheduled bid opening. The letting of work is subject to the provisions of Section 66.0901 of the Wisconsin Statutes. Bids shall be accompanied by a bid bond or certified check payable to the Village of Whitefish Bay equal to 5% of the largest possible total bid. The successful bidders failure to execute the contract and furnish the performance bond within 10 day after the award shall cause the bid bond or check to be forfeited to the Village as liquidated damages in accordance with Section 62.15(3) of the Wisconsin Statutes. The Village will award the contract based on the total bid amount. Owner reserves the right to reject any and all bids, waive informalities in bidding or to accept the bid or bids, whichever best serves the interest of the Owner. The Contractor is encouraged to obtain minority-owned (MBE's), Disadvantaged Business Enterprises (DBEs), or woman owned businesses (WBEs) to perform work or supply materials. Prior to the award, the Village will be reviewing the Contractors submittals to meet the qualifications under minority-owned or woman-owned business. In addition, the Village encourages MBEs and WBEs to submit Bid Proposals. Contractor shall complete all Work as specified or indicated in the Contract Documents. The Work is generally described as follows: 1.02 Furnish all labor, equipment, tools, supervision, machinery, supplies, and all materials necessary to complete the work All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
