THE PROJECT GENERALLY CONSISTS OF the construction of a new 0.125 MGD advanced tertiary wastewater treatment plant consisting of an influent pump station, screening and grit removal facility, sequencing batch reactors, disk filters, UV disinfection, aerated sludge holding tank, an access bridge across the Horsepasture River, access road, mass grading, yard piping and the restoration of surfaces. In addition to the new WWTP, the collection system improvements generally consist of the replacement of two existing sanitary sewer pump stations, the installation of 4" and 6" sanitary sewer force mains with appurtenances, and the installation of 8" and 12" gravity sewer lines and appurtenances. As part of the bidding process, TWSA is requesting proposals for the sequencing batch reactor equipment, including disk filters and blowers. The intent of the Request for Proposals (RFP) is to select the equipment that will be constructed and installed in the Contract for the construction of the wastewater treatment plant. The submitted proposal shall include all information as required in Section 115010 of the Specifications including a cost proposal for said equipment. The Supplementary Instructions to Bidders details the selection process. Sequencing Batch Reactor equipment proposals will be received until 4:00 p.m. local time on January 5, 2024. No proposals will be accepted after this date and time. Bidders and other interested parties should note that prequalification of equipment manufacturers for some equipment specified within may be required by the Engineer prior to the bid opening. Prequalification will be accepted until 4:00 pm local time on February 1, 2024. No proposal will be accepted after this date and time. Neither the Owner nor the Engineer will be responsible for full or partial sets of Bidding Documents, including any Addenda, obtained from any source other than the Engineer and their representative plan provider, QuestCDN. Each Bidder shall be responsible for the review of all addenda for the project and shall acknowledge the addenda on the bid form. All questions about the meaning or intent of the Bidding Documents are to be submitted to Engineer in writing. Interpretations or clarifications considered necessary by Engineer in response to such questions will be issued by Addenda delivered to all parties recorded as having received the Bidding Documents. Questions received less than seven days prior to the date for opening of Bids may not be answered. Only questions answered by Addenda will be binding. Oral and other interpretations or clarifications will be without legal effect.
