The County has the option to renew this agreement at the same terms and conditions as the original agreement for one (1) additional one-year term with the written consent of the successful Bidder. Price increases for renewals are not authorized unless approved in writing by the County It is the responsibility of the Bidder to deliver his bid or bid modification on or before the date and time of the bid closing to the Department of the County Clerk. Bids received late will be rejected and returned unopened to the Bidder. Two message boards will be purchased on an as-needed basis. Controller Requirements: o Must be located on the trailer unit and must be weatherproof and secure from vandalism or theft. o Must be programmable for scheduled messages. o Internal touch screen sign controller o Must be able to perform sign diagnostics. o Must be PIN protected for security o Digital modem with GPS package Board Management Software (for bid including the high-speed modem and/or radar/data logging): o Software must be included in the board price with all upgrades provided at no additional charge. o Must be able to view messages and battery voltage. o Alerts when the battery is low or there is an error with the board function. Power Sources: Solar powered with battery recharging back up Solar (primary power source): o Solar panels must have tilting and rotating capability. o Panels must meet industry standards for construction and operation. o Panels must be energy efficient and have the power capacity for 30 days between recharging Battery (secondary power source); o Must be hidden and/or protected by a lock to deter from vandalism or theft. o Must be a long-lasting battery with no maintenance. Display and portable system o The sign board must be constructed of aluminum and powder coated black. o The trailer structure must be constructed of steel with all steel surfaces powder coated with highway safety orange. o All powder coat shall be certified UV protective paint and shall be impact, humidity and salt spray resistant. o Operating temperature for LED and Electronics shall be -22 degrees to 165 degrees Fahrenheit. o Display panel must rotate 360 degrees minimum for positioning purposes. o The bottom of the panel when in the raised position must be 7 feet above the ground. o Overall length of the portable sign/ trailer system not to exceed 153 inches. o The hitch to the portable system must include a 2 " ball or Lunette eye with adjustable height. o The portable system must include 4 leveling jacks as part of the system. o The display must have a hydraulic lift mechanism. o The display panel must be at a minimum 55in x 96in. o 15", 5x7 pixels per character; 3 lines of 8 characters. o Display must be LED Amber. o Photosensitive circuit to allow for automatic adjustment of the LED brightness/ intensity required. Manual control or override also required. o Display and electronics must meet industry standards. (ITE, AASHTO, MUTCD) Bid price will include delivery to Jefferson County at 5275 State Highway B, Building D, Hillsboro, MO 63050.
