The Work includes construction as indicated on the construction documents. The proposed project is located at 23 Calvin Murphy Drive, Norwalk, Connecticut. The project will consist of a complete demolition of the existing building and the building of a new high school. The new High School is approx. 350,000 sf, consisting of multiple stories. General education classrooms, science rooms, computer science, administrative offices, culinary arts, auditorium, gymnasium, auxiliary gymnasium, natatorium, offices, and supporting lockers and team rooms. Supporting spaces consist of mechanical, electrical, fire protection, and IT rooms; cafeteria, servery and kitchen; building storage and receiving. The structure is composed of concrete footings with aggregate piers and foundation walls, steel columns. The main level floors consist of concrete slabs and upper story floors are structural elevated slabs on metal decking. Exterior storefront windows and curtain wall systems will utilize insulated glazing with thermally broken aluminum frames. The interior wall construction will be a combination of steel stud wall framing with gypsum board and masonry block. Ceilings are mostly suspended acoustical ceiling tile systems. The site will be reconfigured to locate the new school where the existing synthetic turf field is, south of the existing main parking lot. Overall, the new site plan will provide a total of 436 spaces. The existing school will be occupied throughout construction during the regular school year. Construction is scheduled to start around March 2024 and the new high school building is scheduled to be occupied for the school year 2027-2028. The balance of sitework, and new playfields are schedule for completion in Nov. 2028. Bidders, at the time the bid is submitted, must be prequalified with the State of Connecticut Department of Administrative Services (DAS) in accordance with C.G.S 4b-91, for the bid package(s) listed below. In accordance with C.G.S. 4a-100, 4b-91, and 4b-101, any trade contractor submitting a bid is required to submit an update statement and a copy of the prequalification certificate with their bid. All lower tier subcontractors with contracts in excess of $1,000,000 must be pre-qualified in the applicable classification at the time of performance of their work. In the event of a re-bid, the Bidder's Prequalification Update Statement must be resubmitted with each bid submission. 2. The contracts to be awarded are subject to contract compliance requirements of the Connecticut Commission on Human Rights and Opportunities as mandated by Sections 4a-60 and 4a- 60a of the Connecticut General Statutes; and, Sections 46a-71(d) and 46a-81i(d) of the Connecticut General Statutes. There are Contract Compliance Regulations codified at Section 46a-68j-21 through 43 of the Regulations of Connecticut State Agencies, which establish a procedure for awarding all contracts covered by Sections 4a-60 and 46a-71(d) of the Connecticut General Statutes. *Bid Packages indicated as "Set Aside" are eligible for bidding by certified "Small Business Enterprises" or "Minority Business Enterprises" pursuant to section 4a-60g of the Connecticut General Statues. 4. Prevailing wage rates as outlined in Connecticut General Statutes 31-53 apply. This project is subject to a Project Labor Agreement (PLA).
