The City of Palm Bay, incorporated January 16, 1960, is a political subdivision of the State of Florida. The legislative branch of the City is composed of five elected Council Members, one of which is the Mayor. The City Manager is responsible for the execution of Council's established and adopted policy. BACKGROUND The Parks and Facilities Department is responsible for repairs and maintenance to city property which includes 28 City Buildings at 13 City sites. The intent of this quote is to outsource renovation and construction projects not to exceed $99,999 each to supplement City staff. SCOPE OF WORK The City of Palm Bay is requesting quotes from qualified contractors to furnish GENERAL CONTRACTOR SERVICES - FEDERAL REQUIREMENTS on an as-needed basis for individual projects. The services shall include small to medium renovation and construction projects which may utilize several trades. The City anticipates spending about $250,000 annually for these services. The City intends to award to a pool of contractors. For projects estimated to be less than $25,000, City staff will choose any one of the awarded contractors to perform the work. The chosen contractor will be provided the Scope of Work and a deadline to return the quote. Site visits will be scheduled as necessary. Contractor will provide a quote and a schedule via return email to perform the work using hourly rates, material markup and other costs as agreed to on the contractor's contract price schedule. No invoices will be paid unless material, labor and appropriate markups are broken out separately on the invoice. For projects estimate to be over $25,000 and less than $99,999.00, City staff will provide the Scope of Work and a deadline for all quotes to be received to all awarded contractors. The low quote submitted that best serves the interest of the City of Palm Bay will be awarded that project. Pricing received after the quote deadline will not be considered. CONTRACTOR QUALIFICATIONS The contractor shall hold a Certified General or Building Contractors license issued by the State of Florida Construction Industry Licensing Board. The license must be valid at the time of the quote deadline. A copy must be provided with the quote. The contractor must have successfully completed within the past five (5) years, a minimum of three (3) commercial / government construction project where the contract amount was $10,000 or less, and a minimum of three (3) commercial / government construction project where the contract amount was greater than $25,000. Provide proof by using the Reference Form on pages 14. CONTRACTOR REQUIREMENTS The contractor shall furnish all labor, tools, equipment, transportation, and materials to provide GENERAL CONTRACTOR SERVICES - FEDERAL REQUIREMENTS at multiple facilities within the City of Palm Bay. The contractor shall supply quotes at no charge. The contractor shall supervise and direct the Work and be solely responsible for all work assigned to them by the City including the means, methods, techniques, sequences and procedures for coordination all portions of the Work under the contract. Copies of the invoice for materials shall be submitted with each invoice submitted to the Owner. The City shall pay only fair market value prices for materials. Any discount shall be noted on the invoice for materials excluding delivery fees, sales and use tax. The discount shall be based on the discount percentage specified on the price form. The contractor shall be qualified to perform and will be held responsible for the entire project contracted for and does himself or by others - construct, repair, alter, remodel, add to, subtract from, or improve any building or structure. GENERAL The Successful Bidder will appoint one of their employees as the key contact for approval by the City's Project Manager. It is the City's belief that the service required is adequately described herein. Therefore, any negotiated contract, which may result from this IFB, will include the entire effort required of the bidder to provide the service described.
