A timeline for award has not yet been established.** This is an invitation to submit a bid to the Glynn County Board of Commissioners for the paving and striping of 2.3 miles of Pennick Road in Glynn County Georgia, indicated herein. The work to be performed under this contract consists of fine grading and clipping of existing Andrews Island dredge spoil base to provide an adequate surface for paving, paving and striping 2.3 miles of Pennick Road (21' wide roadbed) over existing base, placing 220 lbs/sy of 19MM Superpave (2" thickness) throughout the road section. The requirements of the paving work is in line with typical County paving/resurfacing projects and consists of such items as traffic control, tack coat, paving, and restriping. All work shall be in accordance with the Technical Specifications. All material shall conform to the specifications contained in the Technical Specifications. In a previous contract 4.7 miles of Pennick road was built up to finish grade to include the installation of 12" of base material (Andrews Island Dredge Spoil) and all drainage improvements installed to include paving of 2.5 miles of the road (2 miles on the south end and 1/2 mile at the north end). The remainder of the unpaved section (2.3 miles) will be paved and striped in this contract to eliminate the maintenance of the existing base material currently in place. Question Submission Deadline: November 17, 2023, 5:00pm. Any questions and /or misunderstandings that may arise from this invitation shall be submitted, in writing via electronically. All Questions and Answers submitted will be posted electronically no later than Tuesday, November 21, 2023. All questions are required to be submitted in written form. Answers to questions submitted that materially change the conditions and specifications of this invitation for bid will be promulgated to all addressees as an addendum. Deadline for County Response to written Questions: November 21, 2023, 5:00pm Pre-Qualification Submission Deadline: November 29, 2023 Intended Date for Contract Award: December 21, 2023 Instructions for preparation and submission of a bid-proposal are contained in this packet. Bids must be typed or printed in ink. Bids submitted for this invitation must include the "Bidders Response Schedule" and be returned online via the Portal. Bids may not be considered unless so received. There will not be a pre-bid meeting for this project . Any discussions or documents will be considered non-binding unless incorporated and promulgated in an addendum. All contact concerning this solicitation shall be made through the Procurement Officer. Bidders shall not contact County employees, Department Heads, Evaluation Committee Members or Elected Officials with questions or any other concerns about the solicitation. The Glynn County Board of Commissioners reserves the right to waive all technicalities, reject any or all bids, and make the award in the best interest of the County. This project qualifies as a "Horizontal Project" (see question #8 in the pre-qualification packet concerning road, drainage, and bridge projects. This will explain the use of current dot certification for the project) and does require pre-qualification. Pre-qualification questionnaires and pre-qualification criteria may be obtained electronically pre-qualification questionnaires must be received no later than 5 P.M., Est Wednesday November 29th, 2023. The Bidder is advised to examine the location of the work and to inform himself fully as to its conditions; the conformation of the ground; the character, quality and quantity of the products needed preliminary to and during the prosecution of the work; the general and local conditions and all other matters which can in any way affect the work to be done under the Contract. Failure to examine the site will not relieve the successful bidder of his obligation to furnish all products and labor necessary to carry out the provisions of his contract. The Bidder shall confine his examination to the specific areas designated for the proposed construction, including easements and public rights of way. The Bidder is solely responsible for any damages caused by his examination of the site. Each Proposal must be accompanied by a bid bond for an amount equal to at least five percent (5%) of the amount bid. If for any reason whatsoever the Bidder withdraws from the competition after opening the bids, or if he refuses to execute the Contract, the Owner will proceed on the Bid Bond. The Surety of the Bid Bond, Performance Bond, and Payment Bond shall be a surety company authorized to do business in the State of Georgia, shall be listed in the Department of the Treasury Circular 570, and shall have an underwriting limitation in excess of 100% of the bid amount. The Bonds and Surety shall be subject to approval by the Attorney for the Owner. Attorneys-in-fact who sign bid bonds or contract bonds must file with each bond a certified and effectively dated copy of their power of attorney. Contract time shall consist of Sixty (60) consecutive calendar days for the completion of work, to be computed from the date of the Notice to Proceed. Liquidated damages may be assessed at THREE DOLLARS ($300.00) per day.
