SCS Utilization Requirements. 18% minimum requirement for King County Certified Small Contractors and Suppliers (SCS). Community Workforce Agreement (CWA): King County reviewed this Project and determined that a CWA will apply, due to the nature of the work and the estimated labor costs. Priority Hire Apprentice Utilization Goal: 27% of the total Apprentice Labor Hours worked during the contract. Priority Hire Journey Level Goal: 18% of the total Journey Labor Hours worked during the contract. Bid Guaranty: Not less than five percent (5%) of the Total Bid Price.
