The Environemental Services department desires to construct a new campus on a greenfield site in the southwest area of the city near the SW Treatment Facility. This will allow the department to consolidate its operations at this campus facility and, in turn, release space in existing facilities for use by other city departments. The campus project will support and facilitate maintenance activities as well as office space for professional, technical and administration staff. The maintenance facility will consist of garages capable of housing approximately 70 vehicles which may be Sewer CCTV Inspection vans, Sewer Cleaning/Flusher rigs, Dump Trucks and various other smaller work vehicles. As necessary for efficient use of the site and site grading, the garage space may be configured in one or in multiple garage buildings. A portion of the garage space will need to be climate controlled to minimize heat (for CCTV rigs which contain significant computer/IT based equipment) and a portion will need to minimize cold (for cleaning/flusher trucks that store water which cannot be allowed to freeze). The maintenance facility may also need to have office space adequate for administration and technical staff who support the maintenance work and the analysis of field-collected asset data. Locker facilities will be needed for all members of work crews and workstations are required for field crew leaders to organize work activities at the beginning and end of each workday. The maintenance facility is to be secured with appropriate fencing to protect the buildings, equipment, and materials stored on the site. Site access is to be controlled through gate location(s) operated by City issued key cards. The Consultant should be able to demonstrate successful past performance in design of similar municipal facilities. The office portion of the facility will need to be of sufficient size to provide a suitable working and collaborative environment for approximately 140 staff members. The building may be single or multi-story. The office is envisioned tocontain a public facing education area to be used in support of education to a variety of groups 2022-028-ESSC - CITY OF SPRINGFIELD 2from elementary school, through universities, and adult programs. The office is to provide a flexible environment which can support collaboration while providing multiple options for workspaces that provide individual work environments conducive to the needs of the occupants. The Consultant should be able to demonstrate successful past performance in design of similar office environments. The project will be constructed on city-owned properties lying both north and south of Rountree Road, west of Farm Road 123. This location is immediately south of the city’s SW Treatment Facility and is near the interchange of U.S. 60 and Route FF. The specific tracts lie north and south of geo coordinates 37.146221,-93.370769. Design phase expected to be complete in January 2025. Construction expected to begin May 2025 with completion in November 2026.
